LESSONS LEARNED The Project implementation by the existing structure, without additional staff, limits the management power of the Project Manager, which brings its role to a low-key coordinator rather than a manager. The number of MAP staff members, who were executing the activities was insufficient, particularly taking into account their commitments to other MAP activities, which caused delays. The traditionally established two-year period of decision taking within the MAP has effected the project’s timetable. National Co-ordinators, in most cases, had difficulties in organizing activities at a country level. In addition, they are in charge of some other activities, which prevent them to be fully devoted to the project. U N E P / M A P United Nations Environment Programme - Mediterranean Action Plan

Administrative support provided to the National Coordinators speeds up responses from the countries. A country driven approach may be implemented after an in- depth country profile for each of the countries, particularly in terms of political systems, political determination to combat the pollution, economic capabilities for a follow-up investment, and the availability of human resources to implement the action is elaborated. The rational management of the Project’s budget, by careful selection of venues, places and adequate negotiations, reduced the costs of some activities, which enabled the organization of additional activities and involves more participants. CONCLUSIONS AND RECOMMENDATIONS All of the project’s objectives will be achieved at the end of the Project; A solid ground for the implementation of SAP MED and SAP BIO was created at regional and national levels, however results would depend on the implementation of each of the activities required; Further assistance to the countries and to MAP is required for the implementation of relevant NAPs; For future assistance to the countries, a country specific approach should be applied, rather than a general one; The implementation of the activities at a country level is a very sensitive issue from the political, economic and social point of view. Each Mediterranean country should find its own way to comply with the provisions of the Barcelona Convention and the revised LBS Protocol in order to secure sustainable development for its own benefit U N E P / M A P United Nations Environment Programme - Mediterranean Action Plan
