Advancing Government through Collaboration, Education and Action 7 7 Objective I: Address Cybersecurity in Relevant Training Issue: As with any change to practice or policy, there is a concurrent need to train the relevant workforces to adapt to the changes. This is particularly the case when the changes involve major shifts in behavior, like the need for Government to adopt more risk-based management decision-making associated with Cybersecurity. Desired Outcome: The training overall, and the industry engagement in particular, should clearly articulate that the government is changing its buying behavior relative to cybersecurity by adopting a risk-based methodology, and as a result, the government will require more from industry relative to cybersecurity in certain types of acquisitions. Action Items/Deliverables: Step 1: Communicate/Awareness Raising: at Acquisition Excellence Conference a.Changes forthcoming to address cybersecurity resilience in Federal Acquisitions b.Training expectations re: organizations that do business with the government to receive training about the acquisition cybersecurity requirements of the organization’s government contracts Step 2: ACT-IAC SIG to build training curriculum syllabus Step 3: Find opportunities within ACT-IAC and others TBD to develop training courses

Advancing Government through Collaboration, Education and Action 8 8 Objective II: Develop Common Cybersecurity Definitions for Federal Acquisitions Issue: Unclear and inconsistently defined terms lead, at best, to suboptimal outcomes for both efficiency and cybersecurity. Increasing the clarity of key cybersecurity terms in federal acquisitions will increase efficiency and effectiveness for both the government and the private sector. When misunderstandings persist in the acquisition process, they may create inaccuracy or confusion about technical requirements, market research, cost estimates, budgets, purchase requests, solicitations, proposals, source selections, and award and performance of contracts. Desired Outcome: Increase the clarity of key cybersecurity terms in federal acquisitions to increase the efficiency and effectiveness of both the government and the private sector. The ability to effectively develop and fulfill requirements depends in large part on a shared understanding of the meaning each party assigns to a key terms, especially in specialized professional disciplines like cybersecurity and acquisition. Action Items/Deliverables: Step 1: Actively participate in the Object Management Group Threat Modeling Step 2: Work with Acquisition/Cyber Security SIG to build upon OMG activities to build proposed cybersecurity definitions relevant to Federal Acquisition Regulation

Advancing Government through Collaboration, Education and Action 10 Priority Leaders Outcomes - IDG 10 Innovation and Digital Government: Usage and Deployment of APIs in the Federal Government Strategic Objective: Identify and promote initiatives and capabilities that further build and institutionalize digital government. Goal: The C&T SIG will provide government and industry with best examples and use cases of how Federal agencies are deploying APIs as part of their information sharing environment and Open Data strategy. The C&T SIG’s API Working Group will conduct surveys of federal agencies to determine which options each agency is using, ( whether to create private, hybrid, or public APIs, and what, if any, kind of website or mobile application to provide) and what drove agency decisions, and share applicable API best practices. The C&T SIG will produce –An infographic / 1 page roadmap for Open Data API ( an one page cheat sheet for non-IT managers) – A best practices whitepaper summarizing findings and recommendations –A panel of government champions of Open Data APIs that includes Bethany Letalien OPM, Bill Barlow DOD and Kim Taylor USDA (also project sponsors and C&T GAP Members), and Richard Grey Brooks GSA. A best practices white paper and panel discussion will eventually follow, probably at C&T SIG Member mtg. June Objective: Best practices of API as recommended in the C&T SIG White Paper and presented by the Panelists (at MOC?) are understood by ACT EC member agencies and plans to adopt these recommendations are underway, including allowing citizens to access information on a full range of devices: desktops, laptops, tablets, mobile phones, and the many devices that are yet to come. ACT EC member agencies are requested to measure agency savings, and document how they provide better access to their information, balanced with privacy and security.

Advancing Government through Collaboration, Education and Action 11 Priority Leaders Outcomes - IDG 11 Innovation and Digital Government: Smart Lean Government (SLG) Strategic Objective: Identify and promote Smart Lean Government initiatives and capabilities that further build and institutionalize digital government including: Sustaining focus on high-quality citizen-centered services for the public Reducing costs through partnering and sharing Enhancing value delivered through collaboration Fostering innovation and continuous improvement Goal is to engage the ACT-IAC community to develop tools and foster their use within agencies. Targeted Mission/capability areas include emergency management, law enforcement, healthcare, and information sharing infrastructure. The SLG Practical Guide was published by the P&A SIG 11/13 SLG is grounded in three interrelated core concepts: Life Events that define the nature of support the public requires, Communities of Services that respond to Life Events, and a Service Integration Model, which connects the public and communities that serve it.

Advancing Government through Collaboration, Education and Action 12 Priority Leaders Outcomes - IDG 12 Innovation and Digital Government: Smart Lean Government (SLG) (continued) Two types of projects are proposed: –The Life Events Standard Specification – To develop a functional specification that can be used within prevalent information exchange models, like NIEM, to implement common, shareable Life Event notifications. The Life Event serves as the trigger for increasingly automated, online government services to meet citizen needs on-demand. Examples of Life Events may include homelessness, birth, un/employment, etc. –The Service Integration Model (SIM)– To understand and advancement of foundational concepts and disciplines to develop, integrate, and share information within and across communities of services. Initial project will present a field guide to aid agency planners with definition and implementation of service capabilities, process collaboration, and discovery. Through the identification of pilots or case studies, the P&A SIG can demonstrate how Life Events and the SIM is evident in digital government today or how these concepts are spurring innovation and reuse to deliver customer centric services. These pilots will suggest barriers to be removed, incentives created, or innovation jump-started, as well as how OMB, the Federal CIO Council, GSA, and/or others can best provide the right support mechanisms. June Objective: Have government sponsors/workers involved in projects that communicate and collaborate across agencies to better serve citizens based on life event triggers. And that these projects will track IT efficiencies/cost savings as well as mission effectiveness ( as example backlog reduction, the right services for the right beneficiary, reduction of fraud, waste and abuse, increase in citizen satisfaction scores). Agencies that are targeted include HHS, SSA FEMA, and The American Red Cross.

Advancing Government through Collaboration, Education and Action 13 Priority Leaders Outcomes - IDG 13 Request to the EC The P&A SIG requests EC guidance in enrolling government support for the pilot projects. Since Life Events is a mission impacting phenomena, program directors/managers should drive the pilots with buy in and support from IT. Government leadership and participation from both is vital to the success of these projects.

Advancing Government through Collaboration, Education and Action 14 Priority Leaders Outcomes - IDG 14 IAC Mobile Application Committee Project Proposal: Mobile Application Fair Background Numerous federal agencies have embarked upon the journey of mobile application development and deployment creating new mediums for communicating and view their data rich systems. Since mobile application development is an evolving process as the technology is continually changing, creating an environment where other federal agencies can view and engage with other federal organizations on what applications have been created is a must. Project Proposal The mobile application committee would like to host a mobile application “fair” bringing together agencies across the government to show case their mobile applications developed to date and provide other organizations with the opportunity to interact their application(s) and device functionality up close.

Advancing Government through Collaboration, Education and Action 15 Priority Leaders Outcomes – IDG Mobile Application Fair 15 AspectProposed Approach Overall Project Objective To provide government and industry with an environment for view and interacting with mobile applications that has been created by federal organizations to date. Project Approach 1.The IAC Team will work to come up with a list of targeted applications to showcase (20 possibly). 2.The IAC Team will find a date and location in late March to host the “application fair” with identified federal organizations. 3.Post application fair a published list of the applications and their functionality will be made available. Anticipated Duration It is estimated that the project duration will take approximately 2 to 3 months depending on how easy it is to schedule the fair. Anticipated Outcomes o Published list of applications and their functionality for industry and government awareness.

18. Advancing Government through Collaboration, Education and Action 18 Background: Currently, there are no awards given during the Small Business Conference. The Planning Committee for the 2014 Conference would like to recognize at least one Government and one Industry Leader, who has make a difference in promoting the growth and development of small businesses. This would be an individual award. The following criteria would be used as the measurement by which all nominees would be evaluated: Evidence of increased business opportunities for small business companies as a result of the nominees action; Volunteer efforts beyond professional responsibilities to advance the interests of small business within the community, State or Nation; Demonstrated success in obtaining support within the community for the growth and development of small businesses; and Other accomplishments demonstrating the Nominee effective Advocacy of small business.

19. Advancing Government through Collaboration, Education and Action 19 Process: The above criteria will be used to solicit nominations from the ACT-IAC community at large. The nomination period would open late January and run till the end of February. Write-ups would be kept to a maximum length of 500 - 600 words. Nominations will be requested for both Government and Industry candidates. A review committee, Chaired by the ACT-IAC SIG Chair, would be convened to review and recommend a Government and Industry Recipient for the awards. All activities will be concluded within a timeframe to allow for the EC review at the April meeting of the Boards. If approved, presentation would occur during the SBC luncheon. An appropriate plaque would be presented and, hopefully, a new component will be added to the Small Business Conference for years to come. Further, if approved, we recommend that presentation of the awards be made by the Vice Chairs for the ACT-IAC Boards.
