Facilities Information Management System The Office of Management and Budget (OMB) Management and Procedures Memorandum No. 2013- 02 directed agencies to produce and annually update a plan related to office and warehouse real property acquisitions and evaluate its performance against the plan annually. The Department in years subsequent to FY2012 may not increase their combined owned, leased, or GSA predominant office or warehouse gross building area over the FY2012 baseline. To cost effectively accomplish this, the Department needs to track planned and actual office and warehouse acquisitions and dispositions in the same database.

Facilities Information Management System New FIMS module for collecting data related to anticipated acquisitions of office and warehouse space, including the expansion of existing assets. Module would consist of a new screen for collecting data related to anticipated acquisitions. Upload capability would also be made available. Online search capability of the anticipated acquisitions would be developed to facilitate quick access to the information. Upon beneficial occupancy, FIMS would provide the capability to transfer from the anticipated acquisitions module into the active FIMS database, automatically establishing the new record in FIMS and populating data elements already entered into the anticipated acquisitions module.

Facilities Information Management System Additional data fields for GSA owned and leased buildings are required to support analysis and reporting. Establish a new data field for GSA owned and GSA leased buildings called Cancellation Fee. ◦ Represents the lump sum fee incurred by DOE to exercise rights to cancel the occupancy agreement with GSA. This enhancement only impacts 56 records.

Additional GSA Data Elements by Window Property Info – Estimated Disposition Year, Historic Designation and Mission Dependency Program. Maintenance – Annual Required Maintenance (optional). Property Detail – Anticipated Disposition Method, Status and Status Date. Cool Roof – Total Roof Projected Area, Photovoltaic Area, Reflective Area, Vegetative Area, Total Cool Roof Projected Area, Planned Complete Cool Roof Date and Cool Roof Not Economically Feasible. Location – Location City, County, State, Zip Code, Congressional District and Main Location. Ingrant 1 – Contract No, Effective Date, Expiration Date, Grantee, Grantee Cancellation Rights and Days Notice, Grantor Cancellation Rights and Days Notice, Initial Date, and Other Costs. Building Info – Utilization %.Ingrant 2 – Renewal Options, Renewal Options – Additional Years, Renewal Options – Days Notice, Renewal Rent Next, Responsible Party – Interior and Responsible Party – Exterior. Sustainability – Assessment Year, Certification Level Received, Compliance Approach, Guiding Principle Percentage, Planned Compliance Year, and USGBC Proj ID.
