Decadal Survey The National Research Council (NRC), led by the Space Studies Board in collaboration with other Earth Science related boards across the NRC, will organize a “decadal survey” that will generate consensus recommendations from the environmental monitoring and Earth science and applications community on an integrated and sustainable approach to the conduct of the U.S. government’s civilian space-based Earth-system science programs. These programs are carried out predominantly by the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and the United State Geological Survey (USGS), with supporting and complementary contributions from agencies including the National Science Foundation (NSF), Department of Agriculture (USDA), Department of Energy (DoE), and Department of Defense (DoD).

Tiers of Response - disaster is of major national importance and it directly affects national safety, security, or interests - All relevant personnel would be expected to review their activities for possible support to the disaster and/or be on-call to be tasked. - Assets and personnel may be specifically assigned and tasked for lengthy time periods. Tier 3 - potential contributions are considerable given the extent of the disaster and are worth some impact to on-going activities. - Personnel relevant to the disaster type would be expected, tasked, and assigned to support data collection and analysis Tier 2 - disaster response and recovery is on an “as available” basis - ESD expects Centers and programs to make only minor impacts to existing, on-going activities Tier 1
