Monitoring 1 3 Key Elements – Capturing all project outputs, relative to performance indicators in approved application – Analysis of progress on all planned actions relative to agreed timeframe and milestones – Monitoring expenditure v forecast for each partner and project-level cost category All of the above are required to complete 6 monthly progress reports

Progress Report – General Issues One common report for the whole partnership In line with the Application Form (Action Plan) Twice a year (April/October) Long Version (April) to cover previous calendar year, including indicator data and Work Package Reports Short Version (October) to cover 6 months (January – June) Assessment of the Progress Report through a JTS Monitoring Report Must meet deadlines – 31 st October & 30 th April

Short Progress Report – October I.General Information (general project data, details on reporting period, summary description of the project in English) II.Progress of the project – last 6 months (e.g. main achievements, added value of working transnationally, problems encountered) III.Monitoring of QUALITATIVE indicators (e.g. strength of cooperation between partners, innovativeness, capitalisation on previous projects) IV.Date and signature of the Lead Partner

Progress Report – JTS Guidance Give an accurate picture of the project’s progress through concise and relevant information Avoid reporting on activities that have not yet taken place Report on the implementation of the project as a whole, rather than on the partners’ individual activities (use annexes!) Report on achievements (outputs) and on the added-value of transnational cooperation Avoid listing a number of unrelated activities not clearly linked to the Action Plan Draft together (it is not a compilation!) Provide the JTS with material to disseminate

Evaluation 1 Independent evaluation to be undertaken prior to project completion Draft terms of reference to be prepared by Líonra and approved by the Project Steering Committee Evaluator to be procured by Líonra Evaluation will feed into mainstreaming strategy and final progress report Evaluation Report to be made available publicly and presented at final project conference

Evaluation 2 The approved application identifies 8 Fields of Interest for the final evaluation: A description of the project processes and implementation arrangements, actions, outputs and resources applied An assessment of the results of the overall project, relative to the original indicators agreed Verification of the attainment of the project’s goals, including its contribution to cross- cutting programme themes (Europe 2020 and sustainable development); An assessment of the lasting (sustained) effects of the project on the stimulation of early- stage knowledge-intensive enterprises with export potential A review of the contribution of the project to the achievement of objective 1.3 of the NWE Programme, i.e., the use of territorial co-operation in order to strengthen the institutional and territorial framework for innovation and the transfer of knowledge within the NW Europe area. An assessment as to whether the communication and dissemination objectives for the project and the related indicators have been attained An assessment of the overall effectiveness and efficiency of the project’s delivery Identification of further actions that could be taken at a regional or inter-regional level to inform future innovation and cohesion policy within the NW Europe area.
