OBJECTIVES OF DIC

The District Industries Centre (DIC) programme was started by the Govt. of India in 1978 with an objective of providing a focal point for promoting tiny, small, cottage and village industries(now MSMEs) in a district and to make available them all necessary services and facilities at one place.

The DIC is an integrated institution at the district level which provides all types of services and facilities to the entrepreneurs.

DIC is functioning under the Directorate of Industries and Commerce. Each DIC is headed by a General Manager who is assisted by four Functional Managers.

DIC provides the benefits of the Government schemes to the new entrepreneurs.

DIC provides all the support services needed for the development of Small Scale Industries(now MSMEs) in the district. It accelerate the overall efforts for industrialisation of the district.

DIC helps in the Centralization of procedures required to start a new industrial unit and minimization of efforts and time required to obtain various permissions, licenses, registrations, incentives etc.

DIC as a Focal point DIC Acts as a focal point of the industrialization of the district.

Prepares Industrial Profile Prepares industrial profile and statistics of existing industrial units and co-operative sector.

Opportunity Guidance to entrepreneurs DIC provides Opportunity guidance to entrepreneurs for setting up their projects.

Information of local sources DIC Gives information about local sources of raw materials and their availability.

Assessment of the availability of infrastructure DIC helps entrepreneurs in the assessment of availability of infrastructure facilities required for industrial units.

Filing of EMs DIC gives assistance in filing Entrepreneurs Memorandum of both the proposed and existing MSMEs.

Project Report and TFR Gives assistance in preparing Project Reports of industrial units and give the Technical Feasibility Reports to FIs.

Allotment of Industrial land/shed Industrial land or work shed in the Developed Areas are given to industrial units subject to availability.

Identification of Prospective Entrepreneurs Identification of prospective entrepreneurs by conducting entrepreneurial motivation and awareness programmes throughout the district.

Helps in getting speedy clearances and licenses DIC helps the entrepreneurs in getting the statutory licenses and clearances of various departments/ agencies through Single Window Clearence Board (SWCB) and Green Channel Counter(GCC).

Subsidies and Incentives DIC helps the entrepreneurs in getting the subsidies and incentives granted by Governments under various schemes, in time.

Price preference in purchase DIC provides assistance to the entrepreneurs in getting Price Preference advantage in purchasing the Products of MSEs by Govt. Departments.

Exemption of EMD DIC provides assistance to MSEs for getting exemption of EMD and Security Deposits in participating the tenders of Govt. Departments and Institutions. DIC recommends such applications for registration to the Store Purchase Department.

Assistances for marketing DIC inspires and provide facilities to the MSEs to participate in various Trade Fairs, Exhibitions, Buyers- Seller’s meet etc. organized by the Central and State Governments and other agencies. It also provide space in the exhibition stalls conducted by the DIC.

Online virtual trading facilities Availability of Virtual Trading Centre, an online platform for trading/business activity for the products manufactured by MSEs in the state of Kerala. It helps entrepreneurs in identifying and to contact the potential customers across the world, through online, for registered products.

Various Entrepreneurial training programmes DIC organizes various training programmes to the entrepreneurs. It also assists other institutions/ organizations for imparting training to train the entrepreneurs.

Entrepeneure Guidance Cell The Entrepreneur Guidance Cell (EGC) functioning in the DIC extends proper guidance, information and knowledge to the entrepreneurs.

Self employment schemes DIC assist the educated unemployed youths by providing them the facilities for employment under the various schemes of the Central and State Governments.

Essentiality Certificates DIC give assistance to MSMEs in getting Essentiality Certificates for the availability of scarce raw materials like ethanol, molasses etc.

Assisstance to Handloom and other Co-operatives Provides assistance to co-operative societies including Handloom and Handicrafts. DIC implements attractive self employment schemes for unemployed in Handloom and Powerloom sector.

ED Clubs DIC takes effective measures in the formation and functioning of ED Clubs in Educational Institutions to nurture the entrepreneurial qualities in students.

Cluster Develpopment Programme MSEs located in a particular place engaged in the manufacuring of similar products using similar raw materials are given various assistances under the Cluster Development scheme.

LOG License DIC gives assistance to the units/firms engaged in the manufacturing/processing/trad ing of lubricating oils and grease for obtaining LOG license from the Director of Industries and Commerce.

Sick Unit Revival Programme Gives assistance to the sick units for their revival projects with the help of the Financial Institution.

Assistance of Facilitation Council DIC is providing the assistance of the State Facilitation Council headed by the Director of Industries and Commerce to MSEs for the delayed payments or for not getting the payments of their products.

‘Vyavasayakeralam’ publication Entrepreneurs can obtain many valuable information and knowledge from Vyavasayakeralam, the monthly magazine of the Department through which the entrepreneurs can publish their articles and to clear their doubts by asking their queries.
