Do you think that the appointment of a specific enforcement body in each Member State under EU law to handle complaints and to enforce effectively the Regulation in the event of breaches – also through appropriate sanctions – would help to improve the current situation?

National authorities broadly consider current measures not sufficient (52%) and about 60% of those who pronounced themselves on the issue are in favour of setting up a specific enforcement body. Industry Group: for the majority (76%), current measures are sufficient. 69.4% do not believe that a specific enforcement body would improve the situation. The large majority of the Consumer Group (72% and 81.6%) responded positively to both questions. On the whole, the Airports responded positively (about 57% for both questions)

The majority of National Authorities support changing the maximum limit for compensation (48% with 20% no opinion) and support unlimited liability for PRM equipment (56% with 20% no opinion). The Industry Group clearly opposes changing the limit (76.3%) and unlimited liability for PRM equipment (62.5%). In contrast, the Consumer Group is strongly in favour of changing the limit (86.3%) and of unlimited liability for PRM equipment (78.2%).. For both questions, half of the Airports answered positively, with about 14% of the respondents with no opinion.

Almost half of the National Authorities (44%) believe that air carriers do not ensure that information is provided early and clearly enough, but 20% are without opinion. Just above half of all respondents oppose harmonisation.. The majority of the Industry Group (70.8%) believes information is clearly provided and that the rules should not be harmonised (66.7% ). Most respondents from the Consumer Group, 64.5%, believe that air carriers do not ensure information is provided early and clearly enough (64.5%) and that the rules should be harmonised (78.2%). Airports consider that air carriers do not ensure early and clear provision of information (50% with 28.6% positive) while the majority support harmonisation (71.4%)
