Gather victim specific information Identify child victims Prepare a strategic rescue plan that takes up minimum time Prepare key players Maintain confidentiality and secrecy in operations Involve NGOs and Social workers at every step Check for vacancies in Government and certified homes where victim can be taken for safe custody Prepare government hospital or a ward in the hospital to attend to the rescued

Only female members of the rescue team should deal with victim Awareness of body language towards victim must be ensured, unnecessary contact, physical force or inappropriate language must be avoided Victim must be removed as quickly as possible Ensure the victims take with them their children and their belongings and medicines etc. Treat victim with sympathy and not as a criminal

Identity of the victim should be kept confidential Separate victims by sight and sound from accused Victim must be treated with respect and dignity Victim must not be kept in the lock up under any circumstances Child victims to be produced before CWC without delay for orders regarding their safety and welfare

Victims should be taken to certified place of safety Victim should receive a copy of registered FIR Respect the victim’s right to be informed in order to take an informed decision Victim should be counselled about stay in protective custody and otherwise Victim must be connected to legal services lawyers at the earliest, if required

The victim should be got medically examined at the earliest Any mental health or behavioral/ psychological issues should be immediately addressed Provision for food should be immediately made Victim’s statement should be recorded u/s164 Cr.PC at the earliest

Factors that cause stress to the victims rendering them more vulnerable can be identified Allow for the pre trial visit of witnesses to court Court may appoint a guardian ad litem Victim may be provided with legal assistance Court shall allow presence of support persons Court may appoint a facilitator to assist Extend language and other special assistance measures to victims

A separate waiting area shall be designated for victims Testimony should be conducted in appropriate hours A recess must be allowed during testimony Measures to protect the privacy and well being of victims must be taken Speedy trial and priority of cases must be ensured Proceedings must be allowed in camera Allow for video conferencing facility, screen, one way mirrors and other devices

Rules of deposition to be explained The mode of questioning should be appropriate Questions must be in simple language Testimonial aids must be allowed The records of proceedings must be kept confidential Personal details during evidence likely to cause threat to physical safety of a victim must be excluded from testimony Pre trial detention or restraint order against accused Safeguarding whereabouts of victim-witness

Ensure the victim feels welcomed at the Protective Home In the first few days, victim should be given space and privacy Appropriate medical care and follow up should be provided at the earliest Provide victims with formal or non formal education, as required Extend facilities for vocational training to the victim that are marketable and sustainable

Ensure the access of victim to all government sponsored schemes for livelihood and for the extension of loans to support the same Victim Compensation Schemes should be extended to victims of trafficking Prepare victim for repatriation/integration with family Ensure social acceptance and family support of victim to prevent re-trafficking/exploitation
