1
Meaningful Metrics Can we find and agree on some that give an accurate picture of pipeline safety?
2
Measurable Metrics or Indicators What’s the Point? Provides trend lines to see if things are improving or not
3
Measurable Metrics or Indicators What’s the Point? If things are good or improving can help rebuild trust
4
Measurable Metrics or Indicators What’s the Point? Publicly available metrics can help provide the push for needed change if safety is not improving from within.
5
Too often organizations select metrics that support their own beliefs
6
Industry Indicator for Pipeline Safety
7
Regulator’s Indicator for Pipeline Safety
8
Public’s Indicator for Pipeline Safety
9
There is a difference between producing data, and producing knowledge
10
So what are some useful indicators?
11
2013 U.S. fatalities in various transportation modes Pipelines – 9 Private Airplanes – 387 Recreational Boating – 560 Bicycling – 743 Motorcycles – 4,668 Bus Occupants - 48 Automobile Passengers – 11,977 Pedestrians – 4,735 Rail Passengers – 198 Commercial Airlines - 15
13
Over the past ten years an average of 3.9 million gallons of petroleum products spill from pipelines each year in the U.S.

Incident Trends
19
Many Metrics measure “Incidents,” or “accidents,” but what do those terms even mean? Items often included as part of these definitions Deaths Injuries – what level of injury Spills & Leaks - How big a spill? A drip, 5 gallons, 500 gallons? - Spills anywhere, even if in containment area? - How about natural gas spills or leaks? Property Damage - What level? $5, $500, $50,000? - Whose property? Include cost of damage to pipeline? - Include emergency response and clean up costs? - Include cost of lost product?
20
Incident & Spill Rates – CA & U.S. The Public often wants info more specific to their local area or local pipeline company.
21
Comparing a specific pipeline to state and national rates

What’s Next? Find a platform that allows people to easily visualize the data Integrate with GIS mapping info Move from static indicators to systems that easily allow people to create their own
25
Who Wants to Help? Starting a project with CEPA and Canadian regulators to provide the Public with an easier way to visualize and understand pipeline safety indicators. Need skeptical guinea pigs to help us understand what people are interested in and test ideas on
