5 Purpose of Pre-Proposal Conference The purpose of this Pre-Proposal WebEx is to help industry understand the Government’s cost and price proposal requirements. Questions: Any response to verbal questions during the conference shall not be construed as an official answer Submit written questions to the Contracting Officer as described in the Draft Request for Proposal (DRFP): - The deadline for questions regarding the DRFP is 5:00 p.m. CDT on Monday, September 24, 2012 Official responses to written questions received by the Contracting Officer will be posted to the NASA Acquisition Internet Service (NAIS) Web Portal and the SMAEC procurement website

Mapping of Technical Approach to Cost/Price 12 Technical Workbook (RFP Attach. L-4) Resources are proposed for TOs 1-6 here Volume I, Technical Acceptability Volume III, Cost/Price Proposal IDIQ Workbook (RFP Attach. L-8) Resources proposed in Vol. I for TOs 1-6 get priced-out here Ensure the rates used to price-out the RFP Task Orders match the rates proposed in Section B of the Model Contract. If a rate in Section B differs from a rate in Attach L-8, Section B will take precedence as the proposed rate.

14 Technical Workbook RFP Task Order Overview TO 2 TO 3 TO 4 Completion Form At least 70% TO 1 Fixed Price Task Term Form Up to 30% TO 6 Cost Reimbursable Tasks NASA anticipates TO s 1-5 to be relatively stable so each offeror shall propose its resources for each contract year taking into account all its efficiencies from year to year. Price-out the LOE provided in the RFP for each year TO 5 TOs 2-4 represent type but not full magnitude of work. Therefore, apply multiplier factor in TRST Tab entitled “Resource Roll-up – TOs 2-5”

Technical Workbook What is the Multiplier Factor? Purpose: The multiplier is intended to reasonably represent the magnitude of future work to enable Offerors to propose the types and quantities of resources, including any offsite facilities needed as well as resources needed to accomplish TO 1 for Contract Management and Reporting. In the Technical Resources Summary Templates (TRST) tab entitled “Resource Roll-up – TOs 2-5” you shall apply the multiplier provided to the resources proposed in the following TRST tabs: –“Resources for TO 2” –“Resources for TO 3” –“Resources for TO 4” 15

The IDIQ Workbook consists of the following templates: ICSTIDIQ Rates Development – Contractor Specific Template –This template is required for both Fixed Price and Cost Reimbursable TOs. –ICST will be revised in the Final Request for Proposal to capture the fully- burdened Fixed Price and Cost Reimbursable labor rates.
