1 Unit 6 “Addressing Criminal Behavior” I: Justifying Punishment A: Punishment is justified in three ways. 1. The theory of retribution argues that the criminal simply deserves punishment because of the harm he/she has inflicted. 2. Punishment acts as a deterrent: both the criminals and others see the consequences and stop. 3. Rehabilitation= argues that the minds and character of a criminal should be re-educated (improved while in prison, so that they will be able to get a job.

Three-Strikes Laws– began to be enacted by state governments in the 1990’s to mandate incarceration of persons convicted of a felony on three or more separate occasions.
