New World Order After fall of Berlin Wall there is a search for new foreign policy focus. George H. W. Bush will focus on collective action and joint security to usher in a new peace. – Use United Nations Security Council – Create a new world order Free from terror, pursuit of justice, and quest for peace

New World Order in action Panama 1989 – Manuel Noriega (CIA trained) creates a corrupt narco-state and makes anti-US remarks. – Bush invades using the “Powell Doctrine” This states that military action must have “clear” aims and must be carried out swiftly with force

New World Order in action Persian Gulf War – 1990 Iraq (CIA) invades neighboring Kuwait – “Munich Analogy” never appease a dictator – Bush puts together a fragile coalition (including the dying Soviet Union) – Using “Powell Doctrine” US and allies quickly defeat Iraq and restore the status quo before the Iraqi invasion.

Analyze the issues and problems of nation building the United States faces in the post-Cold War world Task: Case Study: Somalia 1992-93 – Use other foreign policy topics and countries we have discussed on class as a framework. – While watching the film Black Hawk Down please develop a list of 5 military/foreign policy issues facing the US in Somalia Use specific content (Quotes, names, events) from the film to support your list. Your assessment will be to write a response to the prompt using the New World Order Doctrine and the case study of Somalia as a basis
