5 Current Con Plan Limitations Paper submission Form used by most grantees is redundant and produces several “plans within a plan” Data provided by HUD is insufficient and cumbersome Limited Grantee capacity A lot of grantees hire consultants to prepare their plans We estimate that only one third of grantees have mapping capacity Grantee governments face structural deficits, layoffs and furloughs 5

6 Current Con Plan Limitations: According to Survey of COSCDA Members Performance Indicators need to be included in the PER The CPMP tool was never developed for states A seamless planning, data input and reporting process is needed
