The issue Commissioning decisions are increasingly being devolved to locality/district level. These decisions need to be based on a good understanding of local needs, drawn from both a sound analysis of statistical data and from an awareness of the views of local residents and service users, as well as comprehensive review of the relevant evidence base. At present, commissioners at locality level may not have the information, skills or capacity needed to understand the population in this way or the ability to use this information to drive commissioning decisions.

The answer Locality JSNAs ! Series of area-specific documents (3-6) that each draw on a common information base but are tailored to meet the organisational and commissioning requirements of each locality. Facilitate the coming together of commissioners at locality level to review the local data that is available, identify common priorities and develop the services (individually and in partnership) needed to address health and social care needs in their areas.

Intended outcomes Identification of specific areas of "district focus" based on analysis and interpretation of the available data and research evidence at locality level Agreement regarding a common approach to needs assessment among the different partners in order to ensure consistency between different local strategies. A better understanding of the perspectives of local residents, patients and service users based on a more joined-up approach to community engagement among the three main partners

Governance Project Manager to co-ordinate the process across the different localities and ensure timetable is met Existing citywide JSNA Working Group to provide overall steer for Locality JSNA Project Process of developing the Locality JSNAs led by Project Teams in each locality, made up of representatives from the PBC Hubs, Children's Services Districts and Adult Social Care. Specialist analytical support and guidance provided by Manchester Joint Health Unit.

Engagement Proposals agreed by citywide JSNA Working Group Next steps paper presented to Adult Social Care Departmental Management Team and Children’s Board Plans presented to meeting of Children’s Services District Managers Consulted with Associate Directors for Commissioning and Public Health leads in each PBC Hub Initial list of Locality JSNA leads being put together
