Allocation of growth is at 70% Competitive and 30% Capacity ratios. As is the case now, all funds are subject to appropriations. All amounts are x $1,000. Enhanced competitive pool is comprised of 1890’s, 1994’s and Small 1862’s Discussion Draft! No reduction in existing capacity! Capacity/Competitive Currently: 90%-10% After 7 years: 58%-42% NIH > $20 Billion
