Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Agenda EEA - Stefan Jensen 'Water Information System for Europe - WISE - perspective' INSPIRE - Andrew Woolf - 'INSPIRE Hydrography theme' WMO - Pierre Kerhervé & Wolfgang Grabs - 'WMO conceptual modelling activities' (presented by Chris Little, UK Met Office). GRDC - Irina Dornblut - 'WMO Metadata Profile for Hydrologic Datasets' CUAHSI - Ilya Zaslavsky - 'WaterML 1.1' (presented by Simon Cox) CSIRO/BoM - Simon Cox - 'WDTF and WaterML 2.0' OGC - Simon Cox & David Arctur - The Hydrology DWG Charter - see http://portal.opengeospatial.org/files/?artifact_id=32609&version=1 http://portal.opengeospatial.org/files/?artifact_id=32609&version=1

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Charter Much discussion Valencia - charter revised: … proposal to jointly convene a hydrology working group, hosted by OGC and co-chaired by a representative nominated by CHy. … leading to the development of standards that CHy can endorse.

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Benefits of this arrangement “The benefits to CHy of working with OGC are: –a regular and more frequent OGC meeting schedule, –visibility and a level of accountability to a broader group of stakeholders, –access to interoperability expertise and a set of web-based tools and practices supporting consensus-based standards development among widely dispersed and disparate organizations, and –exposure to an ecosystem of tool-builders, from researchers and small companies through to some of the largest geospatial and generic software houses. “The benefits to OGC of hosting a joint working group co-convened with CHy include: –rigorous testing of OGC technologies for a domain that uses a wide variety of "observations" (in-situ monitoring, imagery, gridded simulations) that are in scope for Sensor Web Enablement (SWE) –development of a profiling methodology for OGC standards –maturation of domain harmonisation/dependencies methodology for spatial data infrastructures (SDI) of regional and national scope”

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Key element 7.2 Organisation and Roles Membership of the Hydrology DWG is open to OGC members, and members of organizations affiliated with or working on projects for WMO CHy. The Hydrology DWG will have two co-chairs, who will coordinate the agenda for OGC meetings. One co-chair will be selected by majority vote by the WG members, and the other shall be nominated by Advisory Working Group of CHy. As development projects emerge, the specification editor(s) will be selected from the WG members.

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Relationship with Meteo. & ESS DWGs? Meteorology & Hydrology DWG charters should each make it clear that they will coordinate through the ESS DWG? –Intention to collaborate/merge if/when the time is right Scope of Hydrology DWG includes groundwater, so links with GeoSciML expected in future

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Motions The Hydrology DWG ad hoc recommends that the OGC Technical Committee establish the Hydrology DWG, according to the charter 08-095r3 –Motion: David Lemon –Second: Neil Kirk –Note: Insert note in charter about coordination with other earth- science DWGs through ESS DWG –There was no objection to unanimous consent

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Actions 1.Convenors/charter authors (Davids Lemon & Maidment) to write to the chair of WMO-CHy (Bruce Stewart, BoM), requesting nomination of the WMO co-chair 2.OGC co-chair to be selected in meeting of DWG at the Boston TC

Helping the World to Communicate Geographically Copyright © 2009 Open Geospatial Consortium Subsequent issue and motion Hydrology DWG charter allows for non-OGC member involvement Meeting proceedings are on OGC Portal which is restricted to members New motion: The TC approve (a) the Hydrology DWG email list be open to public participation (b) a web on the OGC public TWiki be created for the Hydrology DWG. This will allow for broader engagement of the Hydrology community and dialogue on requirements, use cases, and solutions.
