Marine Corps Base, Camp Lejeune
INRMP Approach and Progress
2
The Mission Go through the land, air and sea bit- describe the ground training (bivouac/small arms/ MOUT), Mechanized (tanks/ Humvee/5-tons w/Artillery/ LAVs/etc), Air (CH46/CH53E/UH1/AH1)- LZ’s), Amphibious (LCAC/ AAV/ LCU/ Zodiacs/ etc.)
3
The Natural Resources You know this stuff
4
The Drivers… Federal Legislation DoD Instruction Marine Corps Orders
Camp Lejeune Base Orders Encroachment Pressures - regional development -Wildland Urban Interface -Connectivity to other public lands -Endangered Species concentrations Disproportionate training use of mission lands due to forest condition (ie. lack of fire) Maintain RCW growth towards set goal to incrementally relax training restrictions Should be pretty clear Endemic species- manage to avoid Federal listing. Increasing military and public use of open water resources Demand for quality outdoor recreation for Marines and their families

INRMP Approach INTERNAL ASSESSMENT Mission Requirements &
Current Management STAKEHOLDER INPUT USFWS, NCWRC,TNC, USFS,other DENR agencies INTERDISCIPLINARY TEAM Issue Statement Development Review & Comment Describe the process- note that the priority of the mission was clearly stated to the Stakeholders, their input was recorded and reflected to max extent in issue statements. Before you move on, explain that as we described and developed the natural resource issues, that the interplay between the activities of other departments became clear and we then developed INTEGRATION ISSUE statements. BASE INRMP WORKING GROUP STAKEHOLDER GROUP ID TEAM ISSUE RESOLUTION DEVELOPMENT Interagency “workshop”, informal discussions

Integration Issues Mission Support Opening Maintenance Prescribed Fire And Preferred Training Environment Discuss how shared interests can be more efficiently managed by sharing resources and integrating management and maintenance activities. Others: Shoreline Erosion, Urban Interface, Encroachment, Planning
7
Plan Development- A New Tool
Evaluate Current Management in context of Ecological Classification Develop method of goal setting using ECS Establish priorities for restoration and enhancement Discuss how much of current management WORKS but we were able to evaluate and modify based on our new tool- and then how we incorporate the ECS into issue resolution.

The Issues The New River Forest Management (RCW) Natural Communities
Threatened & Endangered Species Fire Management Game / Non-Game Management Regional Initiatives Briefly discuss the issues: New River- increasing training, recreation, fisheries – improve water quality by sed/erosion control Forest Management- how to continue RCW growth (doubled in 10 years- how to keep it going while restoring longleaf) Natural Communities- how to manage for conservation & enhancement without impeding mission T&E- how to manage at ecosystem level while targeting individual species Fire Mgmt- how to get more fire on the landscape Game-NonGame: how to accommodate hunting public while managing for native communities (pine dominated system) Regional- how to prevent the “Camp Pendleton Syndrome”
9
Interagency Concurrence
Early involvement with the Stakeholder Group Brainstorming during workshops and informal discussions Informal Meetings to discuss “hot button” issues under agency regulation Multi-media presentation at time of Draft INRMP Delivery Face to Face meetings to discuss agency comments and appropriate resolutions Letters of Concurrence prior to Commanding Generals formal approval of INRMP Discuss how we plan to get timely concurrence from appropriate agencies
