The lessons from Port Hope Citizens’ Inquiry into Impacts of Uranium Peterborough April 15, 2008

Too close for comfort

Port Hope is the pinch-point of Ontario’s nuclear industry All CANDU fuel manufactured here All CANDU fuel manufactured here One of world’s few UF 6 plants (key to enriching uranium) * currently shut down One of world’s few UF 6 plants (key to enriching uranium) * currently shut down Site of Canada’s largest clean-up of low- level radioactive waste Site of Canada’s largest clean-up of low- level radioactive waste (3.5 million cubic metres buried in our yards and harbour. Federal project currently running millions over budget of $260 million and 3 years behind schedule) Federal project currently running millions over budget of $260 million and 3 years behind schedule)

Nuclear operations are next door to most people in Port Hope

Seven reasons we’re still concerned People in Port Hope have been exposed to man-made radiation longer than anyone on Earth (70 years) People in Port Hope have been exposed to man-made radiation longer than anyone on Earth (70 years) Never been health-effect tests on people Never been health-effect tests on people Budget only allows clean-up of half of 3.5 million cubic metres of historic waste Budget only allows clean-up of half of 3.5 million cubic metres of historic waste Cameco’s current annual emissions: Cameco’s current annual emissions: 120 kg of fine uranium dust 113 tonnes of nitrous oxide 507 kilograms of fluorides 9.3 tonnes of ammonia No buffer zone No buffer zone No capacity to fight a major fire involving radioactive or hazardous materials No capacity to fight a major fire involving radioactive or hazardous materials 10 years of leaking uranium found under Cameco 10 years of leaking uranium found under Cameco

You can win – but the odds are against you In 2002, Cameco applied for license to blend Slightly Enriched Uranium (SEU) in Port Hope. Families Against Radiation Exposure (FARE) formed to oppose it In 2002, Cameco applied for license to blend Slightly Enriched Uranium (SEU) in Port Hope. Families Against Radiation Exposure (FARE) formed to oppose it September 2005 – Cameco called the project off, saying it had underestimated opposition from the public September 2005 – Cameco called the project off, saying it had underestimated opposition from the public But … CNSC is unsympathetic to public concerns CNSC is unsympathetic to public concerns Town council firmly supports Cameco Town council firmly supports Cameco Cameco encouraged a rival citizen’s group to form Cameco encouraged a rival citizen’s group to form

Our tactics Asked questions – 623 of them about EA on SEU Asked questions – 623 of them about EA on SEU Signed up 1,500 members for $1 Signed up 1,500 members for $1 Seized the agenda (letters to editor, newsletter) Seized the agenda (letters to editor, newsletter) ‘Rope-a-doped’ the process ‘Rope-a-doped’ the process

7,000 newsletters mailed to every home and business

Four more nuclear projects now on tap Cameco’s Vision 2010 project A comprehensive review EA is triggered by Cameco’s plan to demolish old buildings and expand Enriched uranium at Zircatec Cameco did an end run by buying Zircatec and packaging new fuel there. A screening-level EA begun after we persuaded CNSC to overturn its earlier exemption Federal radioactive waste clean-up and storage A Screening Level EA is currently under way for the clean-up of 3.5 million cubic metres of radio-chemical and heavy metal wastes. This will be the largest such clean-up in Canadian history Clean-up of radioactive spill 10 years of leaking uranium and arsenic discovered last July, closing the UF 6 plant. Cameco wants to leave 60% of it in the ground

Canadian Environmental Assessment Act: Referral by minister 28. (1) Where at any time the Minister is of the opinion that (a) a project for which an environmental assessment may be required under section 5, taking into account the implementation of any appropriate mitigation measures, may cause significant adverse environmental effects, or (a) public concerns warrant a reference to a mediator or a review panel

Port Hope meets criteria for Review Panels - There is significant public concern - Each of the four major nuclear-related projects may cause significant adverse human and environmental effects - The CNSC’s Screening Level EA process is deeply flawed

Evidence of public concern

Even Cameco’s consultants heard it Vision 2010 report (Gartner Lee Limited, March 2006) said these top three priorities of the public should be treated as “overarching, basic prerequisites” for that project: Minimize site emissions and environmental effects Minimize site emissions and environmental effects Attend to health issues Attend to health issues Ensure site security Ensure site security

Human health concerns in Port Hope

A history of broken promises A history of broken promises Federal commitments to Port Hope dating from 1979 for $4-5 million in health investigations - not honoured Federal commitments to Port Hope dating from 1979 for $4-5 million in health investigations - not honoured The Lees Study (Queen’s University, 1983) – showed association of radon and lung cancer in Port Hope The Lees Study (Queen’s University, 1983) – showed association of radon and lung cancer in Port Hope PH Harbour Area of Concern Report (1997) – not finalized PH Harbour Area of Concern Report (1997) – not finalized Community Health Survey Design – not implemented Community Health Survey Design – not implemented Pilot Tracking Study – not implemented Pilot Tracking Study – not implemented Childhood Kidney Function Bio-testing (1999)– not implemented Childhood Kidney Function Bio-testing (1999)– not implemented

Problem: It’s an old, leaky plant ‘Negligence’ caused 10-year spill of uranium, arsenic, CNSC says Cameco can’t guarantee it’s not already in the lake

One bad corporate citizen No plan to cut ‘fugitive emissions’ No plan to cut ‘fugitive emissions’ No plan to meet 2010 Ontario airborne pollution standards No plan to meet 2010 Ontario airborne pollution standards Wants to leave 60% of contamination where it is Wants to leave 60% of contamination where it is Trying to ‘buy’ public support Trying to ‘buy’ public support

Robert F. Kennedy Jr. ‘Every child in Port Hope has the right to go down to that waterfront to use the beaches and to pull a fish out of the waterway and bring it home to feed it to their families, with the security that they’re not going to cause injury.

‘But that right has been stolen from the people of Port Hope’

A closing word from the nuclear industry …
