July 20-21, 2004 PSI Thermostat Stewardship Initiative 10 Meeting Objectives Agree on: Stakeholder roles/process Dialogue mission Dialogue focus Dialogue purpose Problem statement Dialogue goals Confirm road map
11
July 20-21, 2004 PSI Thermostat Stewardship Initiative 11 Meeting Objectives Learn from presentations and research Explore 7 priority issues and strategies Establish two workgroups on strategies Determine next steps Agenda
12
July 20-21, 2004 PSI Thermostat Stewardship Initiative 12 What is a Dialogue? Listen/learn from each other Explore disagreements Deliberate and weigh comments Balanced participation

15
July 20-21, 2004 PSI Thermostat Stewardship Initiative 15 Consensus Consensus is preferable for broad initiatives Policies Legislation Consensus is NOT needed for pilot projects or individual initiatives
16
July 20-21, 2004 PSI Thermostat Stewardship Initiative 16 Dialogue Mission We will seek to expand product stewardship initiatives/agreements related to thermostats containing mercury by January 1, 2005.
17
July 20-21, 2004 PSI Thermostat Stewardship Initiative 17 Dialogue Focus Collection and recycling HVAC Contractors/Electrical Wholesalers Homeowners/non-professionals Demolition contractors New thermostat sales
18
July 20-21, 2004 PSI Thermostat Stewardship Initiative 18 Dialogue Purpose Explore voluntary partnerships Find business opportunities/market solutions Reduce impacts from mercury thermostats through product stewardship solutions Reduce mercury thermostat management costs
19
July 20-21, 2004 PSI Thermostat Stewardship Initiative 19 Dialogue Purpose Develop a regional/national solution to thermostat management Promote positive efforts through the media
20
July 20-21, 2004 PSI Thermostat Stewardship Initiative 20 Road Map MEETING 2 MEETING 3 MEETING 1 START July 2004 October 2004 January 2005 April 2005 Two Workgroups Develop findings Develop draft agreements/projects Implement projects Ratify agreements Continue workgroups? Discuss Priority Issues and Strategies Workgroups present findings/plans Review progress and consider agreements Determine Next Steps/Continue meeting? ??? MEETING 4 Dialogue Meeting Workgroup Activity ???
21
July 20-21, 2004 PSI Thermostat Stewardship Initiative 21 Possible Dialogue Outcomes Pilot projects with measurable results Model state policies (e.g., procurement) Business innovations/profitability studies (e.g., reverse logistics potential) Model state or national education campaign Model state or federal legislation
22
July 20-21, 2004 PSI Thermostat Stewardship Initiative 22 Possible Mechanisms for Agreements Letter of agreement between those involved in pilot project Memorandum of agreement between stakeholders stating intent to perform certain activities
23
July 20-21, 2004 PSI Thermostat Stewardship Initiative 23 What do we want to avoid? Avoid multiple state solutions Avoid unilateral state or federal regulation Avoid leaving the problem to someone else Avoid finger pointing
24
July 20-21, 2004 PSI Thermostat Stewardship Initiative 24 Process for Developing Problem Statement and Dialogue Goals Draft Problem Statement and Goals appeared in Background Research Summary incorporated comments Individual discussions NOT PSI’s Problem Statement/Goals
25
July 20-21, 2004 PSI Thermostat Stewardship Initiative 25 Thermostat Problem Statement A significant number of thermostats contain mercury, which is a potent neurotoxin. Improper waste handling/disposal of mercury thermostats can result in mercury releases. Small fraction of mercury thermostats being collected. Lack of participation (awareness, motivation) Lack of recycling opportunities Mercury thermostats continue to be sold.
26
July 20-21, 2004 PSI Thermostat Stewardship Initiative 26 Dialogue Goals (1)Increase the collection of mercury- containing thermostats from HVAC contractors and electrical wholesalers through the TRC program.
27
July 20-21, 2004 PSI Thermostat Stewardship Initiative 27 Dialogue Goals (2)Increase the collection of mercury- containing thermostats from homeowners, demolition contractors, and other non- HVAC contractors through the TRC program and/or other mechanisms.
28
July 20-21, 2004 PSI Thermostat Stewardship Initiative 28 Dialogue Goals (3)Explore the benefits and costs of various types of thermostats, and identify the opportunities and viability of replacing mercury thermostats with non-mercury alternatives.
29
July 20-21, 2004 PSI Thermostat Stewardship Initiative 29 ISSUE DISCUSSION
30
July 20-21, 2004 PSI Thermostat Stewardship Initiative 30 Issue/Strategy Discussion: Model Issue: what’s happening now? Ideal World: where do we want to be? Strategies: how do we get from Now to Ideal World?
31
July 20-21, 2004 PSI Thermostat Stewardship Initiative 31 Strategy Discussion Ways to implement/strength of strategy Actors (roles) Barriers/opportunities Information gaps/research needs Pilot project opportunities
32
July 20-21, 2004 PSI Thermostat Stewardship Initiative 32 Prioritizing Strategies Leverages progress on other issues. Actors are willing to participate. Widest agreement. Progress is measurable. Progress can be demonstrated.
33
