This plans aim to: prevent deterioration, enhance and restore bodies of surface water, protect, enhance and restore the status of all bodies of groundwater, preserve protected areas. Commission has received 124 RBMPs (out of expected 174). 75% of them concern transboundary river basins.

The minimum degree of treatment to be given and the Emmission Level Values (ELVs) to be achieved, depend on the nature of the surface water that a facility discharges to.
