Mission First… Sailors Always 01 April 2009 CMS/ID CMS/ID Business Rules Monthly CMS Cycle »14 days for Sailors to Apply »5 days for Command Input »5 days for Selection Sailors have 5 months to apply (9-5 mos) -They can submit up to 5 applications per month

Mission First… Sailors Always 01 April 2009 CMS/ID Jobs Listed Basic Zones: -GREEN: Normal 5 - 9 months from take up month -RED: 1 - 4 months from take up month -Purple:GSA Quotas based on PRD rollers: -60% of rollers by rate and rating. »Per USFF all GSA/FDNF billets are advertised first, then depending on number of billets allowed, the remaining are advertised. -Example: 20 E5 GMs rolling to sea. 12 billets will be advertised.

Mission First… Sailors Always 01 April 2009 Directed Moves Directed Moves: -Both USFF and MCA provide directed moves to Pers 4013. The directed moves count against the allowable number advertised but not against FDNF reqs. -Priority: FDNF – Directed – CMS.

Mission First… Sailors Always 01 April 2009 Presently over 865 personnel with 0090 NEC (Not Operationally Suitable or Assignment Limited) Since beginning of FY-04: -Staffed over 3,045 Unsuitable for Operational Duty and Assignment Limited messages -Directed 1,235 ADSEPs and 397 Fleet Reserve Applications If a person is found operationally unsuitable, the following will be applied: -If limitations are minor, member will be reviewed for Type 3 or 6 duty near an MTF -If over 18 years of service, member will be retained to reach 20 year fleet reserve date -If under 18 years of service, member may be considered for separation per MPM 1910-120 based on not being world wide assignable Ensure commands are following MILPERSMAN 1300-800 and 1300-801 when completing Operational/Assignment Screening Messages Worldwide Assignability (Fit for Duty, but not for Sea Duty)

Mission First… Sailors Always 01 April 2009 The Gaining Command Potentially Goes Gapped -Overseas Commands may return the Sailor Early -NRD will lose a Recruiter 5 weeks before reporting Sailor’s family will be disrupted by new orders (Usually to a different Geo-location) When a member must be diverted, it takes 6-9 months to get a replacement plus an unplanned expenditure of PCS funds Members reporting to Special Programs commands that Do Not meet guidelines will have a “Special Programs Screening Deficiency Report” Message sent to the transferring Command, their ISIC and TYCOM Improper Screening (RECRUITING, RDC, OVERSEAS, FLAG)

Mission First… Sailors Always 01 April 2009 u Counsel and advise Sailors. u Make Assignments via CMS/ID within PRD window (-3/+4 months) u Make Valid GUARD 2000 Commitments (Billet permitting) u Coordinate Spouse Collocations from both members (1306/7 always required) u Extend PRD (NAVPERS 1306/7 usually required) u Support Special Programs –Camp David, White House duty, SEAL Support, Recruiting, Recruit Divisional Commander, EO Advisor, Brig Duty, Instructor Duty Sailor will not be released to a special program detailer without rating consent.
