California Integrated Waste Management Board Current Agreement Activities Major Focus on Training –3 Day Training at California Specialized Training Institute Effort by CHP, OES, Tire Grantees, CIWMB Four Classes (Based on Geographic Region) –CHP Officers and CIWMB and Tire Grantee Inspectors »150 people trained »Classroom and field scenarios –Suggestions by CHP, Grantees, and CIWMB staff to do additional training –Provided numerous tire issue referrals by CHP –90 Minute Training On-Site Training by CIWMB and CHP –Training conducted at 7 locations under current agreement –2 of those included requests by Local Police Organizations –Training to Customs Agents and Border Patrol –Over 300 people trained. –Upcoming training in Sacramento and Redding

Aerial Support and Surveillance –Requested by Tire Grantees and CIWMB Staff Aerial support used over 10 times in this agreement –Locate and Monitor Tire Locations –Allows CIWMB and Tire Grantee staff to: – Identify extent of illegal tire dumping in areas surveyed – View tire locations safely from air when access is difficult – Identify best way to access sites –Helps locate waste tire locations in rugged areas of Northern California. –Educates CHP Aerial Staff to look for tire locations

Roadside Checkpoints –Resource for the Border Tire Flow Study Over 25 checkpoints were used with information provided to Border Tire Flow Study Contractor Stepped up Tire Enforcement efforts along the California Mexico Border CHP worked with Customs, and Border Agents on Waste tire issues. (Education and Cooperation) Information from checkpoints is provided to CIWMB and Tire Grantee inspection staff for follow-up

California Integrated Waste Management Board 6 Activities Cont’d Personnel Security –Provide security for inspection staff at sites where personal security is at risk –Provide security for clean-up crews in areas where crime and drug activities are suspected Service of Legal Documents –Assists Legal staff in finding tire haulers and site operators and delivery of legal documents

7. California Integrated Waste Management Board 7 Agreement Costs Previous Agreement was for $400,000 –Approximately $150,000 remaining Staff recommends $250,000 for this agreement

California Integrated Waste Management Board 8 Staff Recommendations Approve the proposed Scope of Work for the Enhanced Enforcement, Security Assistance, Education, Training, Investigative Assistance, And Surveillance For The Waste Tire Compliance Program and the California Highway Patrol as Contractor, and adopt Resolution Number 2009-54.
