3 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Introduction  Assistance in safety oversight matters: one of the objectives of COSCAP-SA  Assembly Resolution A36-2 and ICAO Oversight Manual, Doc.9734  Steps towards institutional conditions required for RSOO functions

4 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Conclusion of bilateral agreements  For safety oversight functions on behalf of Member Administrations: delegation of functions required  Bilateral agreement: instrument for delegation of functions and setting out terms and conditions  Bilateral agreements so far with Bangladesh, Bhutan, Maldives, Nepal, Pakistan and Sri Lanka

5 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Bilateral agreements COSCAP-SA agrees to:  Grant consent to MA to obtain services of CTEs  Inform MA periodically  Authorize CTEs to abide by rules and regulations  Instruct CTEs to maintain confidentiality  Authorize CTEs to respect established channels of communications within MA

6 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Bilateral agreements MA agrees to:  Obtain services of CTEs subject to written consent of COSCAP-SA programme management  Not hold CTEs personally responsible or institute legal action against them  Treat CTEs as part of MA`s technical staff  Provide the CTEs with all facilities and services needed  Absorb all costs for the implementation of the activities

7 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Assistance regarding ICAO USOAP audits  In 2009, assistance provided by COSCAP-SA - in connection with planned USOAP audits: to CAA Bangladesh and CAA Nepal - in connection with planned audits and/or follow-up and removal of deficiencies: to CAD Maldives, CAA Pakistan and CAA Sri Lanka

8 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Assistance regarding ICAO USOAP audits  Methodology of USOAP audits will change  Appropriate regional entities may be asked to monitor on behalf of USOAP  COSCAPs are potential candidates  Formal recognition by USOAP, subject to terms and conditions  Details of this concept remain to be defined

9 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO IFFAS-funded RSOO study  IFFAS Governing Body approved funding of RSOO project submitted by the three Asian COSCAPs  Purpose of RSOO project: develop tools for COSCAPs to become RSOOs  Multiplier effect of RSOO  Project planned to commence February 2010  Results to be available June 2010

10 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Planned RSOO Conference  RSOO Conference to be convened by ICAO  Conference to discuss ways forward regarding RSOOs  To be held in cooperation with partner States and partner regional bodies  To take place later this year in Hong Kong

11 INSTITUTIONALISATION OF COSCAP-SA TOWARDS RSOO Conclusion  COSCAPs should take into account move towards RSOOs and changes to USOAP programme  All COSCAP-SA Members are urged to sign a bilateral arrangement re safety oversight as soon as possible  To note: RSOO Conference planned for 2010 in Hong Kong
