It would be much better to be closer to 15 percent.This problem is a result of Children coming from different learning backgrounds. (School Psychology Review 1995). Instructor, Presenter, DVD, Teaching Scripts, student materials, An office or breakroom, office space. students in grade 4 will participat e in Peer- Assisted Learning Strategies, a program that Engages students in peer tutoring. the outputs will be a monthly count of how many students in grade 4 sign up for and participat e in the program The percent of students lack of learning strategies will be lower for those participating in the program as compared to those not participating. The percent of students that are not proficient in math and ELA will be lower for those participating in the program as compared to those not participating. The community problem of Illiteracy and mathematic deficiencies will decline from the current amount of 36% of Grade 4 students were not proficient in ELA and 27% of Grade 4 students were not proficient in Math in Onondaga County closer to the desired lower level of 15 percent.

5 Logical Approach Literature Review Bock et al.  Students’ engagement, attention, and communication increased Fuchs et al.  the PALS experience introduced teachers and students to an innovative, highly organized classroom structure and routine for operating efficiently and cooperatively  PALS teachers indicated on the Teacher Planning Scale a greater responsiveness to the needs of individual learners. As PALS reorganized the classroom learning structure, it provided more opportunities for students to work simultaneously on different mathematics content Wehbly et al.  Shown to successfully teach reading skills to students with LD and those who are performing at a low level
