5 Parking Space Reserved for Conference February 25 (AM) and February 26 (all day) – Parking lot on the corner of Parsons Ave. and Allen Rd (directly across (south) from N258) February 25 (PM) – Parking behind N243 Use the center spaces Don’t block off the one-way road

6 How Groups for Tours were Established All attendees were pre-assigned into one of three Groups as indicated on name tags Group assignment were based on the order companies provided their attendee list to the Contracting Officer Attendees must take take the tours at the time assigned for their Groups due to space restrictions at the facilities All Groups will see the same facilities

7 Facilities Local restaurant and hotel guides provided at registration table Ames Cafeteria is in N235 on King Road

8 PROCUREMENT OVERVIEW

9 QUESTIONS DURING CONFERENCE/SITE TOUR lNo Oral Questions. All questions on the Draft RFP, the facility tours or this conference shall be submitted in writing. Question sheets were provided at registration – Additional sheets are available upon request Question sheets should be given to Deborah Glass when completed but no later than before lunch on 2/26 General questions pertaining to ARC will be addressed at this conference as time permits.

10 General Guidance lCopies of the charts presented today and the attendance sheet will be posted on the NAIS website. lAny revisions to the Draft RFP will be made in writing. lNothing said here today should be construed as a revision unless subsequently confirmed in the Final RFP.

11 General Guidance (cont’d) l A communications blackout will be invoked upon release of the final RFP. All communications with industry concerning this acquisition will then be with the Contracting Officer only. l The “blackout” period for communication with industry will continue until contract award.

12 General Procurement Information Procurement is for providing operations, development, maintenance, and modification of the Simulation Laboratory Facilities, as authorized through Contract Task Orders. Procurement utilizing full and open competition NAICS Code 541330 Five Year Period of Performance – ARC is considering a longer period of performance – Final decision will be in final RFP

13 General Procurement Information (cont’d) Intent is to award a hybrid contract, with the majority being Cost-Plus-Award-Fee (CPAF) Materials are intended to be cost-only Outreach is intended to be incentive fee Contract will be performance-based It is planned that award fee will be in cost, quality, and timeliness

14 Small Business Goals Awaiting final approval of goals Proposed categories include: Overall Small Business Goal Small Disadvantaged Businesses (SDBs) Historically Black Colleges and Universities / Other Minority Educational Institutions (HBCU/OMEI) Service Disabled Veteran Owned HUBZone Women Owned Approved goals will be in final RFP

16 Freedom of Information Act (FOIA) Requests lRequests for information must be made utilizing the FOIA process (see Status Sheet on website). lNo proprietary information can be disclosed. lThe incumbent for this requirement is: Northrop Grumman Information Technology, Inc., Technical Services. The current contract number is NAS2- 98084 and it expires November 30, 2004.

17 Teaming Arrangements Companies are responsible for own teaming arrangements The list of businesses interested in this procurement and potentially, subcontracting opportunities is posted on the NAIS website

18 Award Without Discussions NASA’s preferred and intended method of competition is award without discussions Offeror’s intent to take exceptions to terms and conditions should be communicated to NASA BEFORE proposals are due

19 Proposal Preparation Proposals should be prepared in accord with the written RFP and written amendments, if any. Ensure that all amendments are acknowledged with proposal submission. Evaluation of proposals will be in accord with the written RFP.
