Public Consultation Exclusions Ashby Community Hospital Feilding Palmer Hospital, Lutterworth Proposals still being developed with local clinicians

What did the Board Approve? 5 community Hospitals Hubs providing an extended range of Inpatient, Day Case, Outpatient and Diagnostic services in: Coalville Community Hospital - maintaining inpatient beds, further development of stroke centre, increase outpatient, diagnostic and rehabilitation facilities and develop a palliative care centre. Hinckley & Bosworth Community Hospital - maintaining inpatient beds, expand theatres, outpatients and diagnostic services moving all Hinckley & District services and relocating the GP health Centre.

What did the Board Approve? Loughborough Community Hospital - maintaining inpatient beds, expand outpatients and diagnostic services and accommodate the Walk-In-Centre within the hospital site; St Lukes Community Hospital, Market Harborough – maintaining inpatient beds, stroke centre, expand outpatients and diagnostic services and consolidate the Market Harborough & District Hospital services and Market Harborough Medical Practice onto the site

What did the Board Approve? Melton Community Hospital - Move all services onto the Melton Community Hospital site, with disposal of the St Mary’s buildings. Maintaining inpatient beds, extend outpatients and daycase services linking with practice based commissioning developments in the area. AND Rutland Memorial Community Hospital as an integrated health and primary care centre on the Rutland Memorial site, relocating Oakham Medical Practice and providing a wide range of services including inpatient beds. All proposals are subject to a formal business case evaluation Any decisions to sell existing community hospitals (Hinckley, Market Harborough & St Marys, Melton) will be taken at a later date

Public Consultation Key Emerging Themes – Board Approval In response to key emerging themes raised by the Public: Transport – building on existing work, develop a detailed transport plan for each community hospital site. A transport Pilot with Leicestershire County Council for Hinckley & Loughborough to start in Jan for 6-9months. Minor Injuries / Minor Illness Services – development of a clear commissioning and provider framework in each locality – Work to start in Jan with findings to the NHS LCR Board in June 2009. Out of Hours Services – Primary Care Foundation to undertake a stocktake of Out of Hours Services and form recommendations – Work completed to be presented to the NHS LCR Board by Spring 2009

Key Emerging Themes – Board Approval Hospital sales and reinvestment – Based on current Department of Health Guidance, NHS LCR will retain the proceeds of any sale of community hospitals within specific delegated limits to support development of local health services (not relevant to Rutland); Affordability of Capital Schemes – significant proportion of our plans can be delivered with minimal capital investment through redesigning care pathways, improving efficiency and functionality of buildings. If capital investment is required, NHS Capital and Non-NHS Capital will be explored depending on the level of investment required; Working jointly with Adult Social Care – we will be developing joint of models of care, particularly health and social care

Key Emerging Themes – Board Approval Equity of service proposals – NHS LCR is not supporting any further decentralisation of specialist services where evidence supports larger services achieving better health outcomes in large hospital. This is due to issues pertaining to clinical safety, levels of need and clinical staff skill retention; Communication & engagement – There will a communication and engagement plan for each area to support delivery of the next stage of work

Next Steps – Community Health Services Review Stage 4 Phase 1 – Service Planning, Implementation of what can be achieved and Prioritisation of Capital for all Hubs and Rutland – 5 th January 2009 – 31 st March 2009 Phase 2 – Business Case Development for Hubs and Rutland – 31 st March – 30 th September 2009 Phase 3 – Ashby & Lutterworth Proposals and Public Consultation – 14 th April – 31 st December 2009 Phase 4 – NHS LCR Board Approval of Business Cases for Hubs and Rutland – 31 st December 2009 Phase 5 – Business Case Development for Ashby & Lutterworth – January 2010 – April 2010 Phase 6 – Full Implementation post approval of Business Cases – 2010 onwards
