3. Transfers – Why Permittee must be the party in day to day “supervision and control of activities occurring at the construction site” When operators change, the permit coverage must be transferred to the new operator

Terminations - NOT When site meets conditions to end permit coverage, submit a Notice of Termination (NOT) right away Subject to permit conditions until coverage is formally ended Inspections, BMP maintenance, etc. DEQ spot checks sites that have submitted termination requests Confirming correspondence sent to permittee Early terminations do not result in refund of permit fees
