2 Background The aim of GEOSTAT 2: a better integration of statistics and geospatial information to provide more qualified descriptions and analyses of society, economy and environment! Propose model for a national (point based) geospatial reference frameworks for statistics, building on national address, buildings and/or dwelling registers To make recommendations relevant and useful, a survey has been carried out to assess different geocoding practices across Europe 2 EFGS conference Vienna November 10-12 2015

3 Structure of the survey Webbased questionnaire Created, managed and processed by Statistics Poland In total 38 questions Mostly pre-defined questions (single or multiple choice) NSIs target group but NSIs were encouraged to consult NMCAs in case they could not answere the questions themselves EU/EFTA, candidate countries and potential candidates 3 EFGS conference Vienna November 10-12 2015

5 Content of the survey The content of the survey can be roughly divided in the following sub-domains: Existence of, and possible access to, registers or other datasets used to spatialize statistics Geocoding practice and actual use of geospatial data in the statistical process Responsibility for creation and maintenance of geospatial information Circumstances preventing and/or facilitating production of spatial statistics 5 EFGS conference Vienna November 10-12 2015

10 Population data and dwelling data Approximately ¾ of the countries possess both person and dwelling registers more than half of the countries have a single standardized identifier that connects persons to dwellings This is a surprisingly good result. 11 Access to persons and dwelling registers 11 EFGS conference Vienna November 10-12 2015 Specific cases: access only to building / dwelling register, address register being under construction, restricted access to population data, census datasets. 76% of countries has access to persons and dwelling registers (free or payment basis)

12 Scope of other registers or administrative data (business register, population register, tax files etc) that were geocoded and what was the percentage of the successful combination at national scale? 26 countries (93% of those who provided the answer to this question) have geocoded basic indicators from housing and population censuses (total population, number of dwellings etc ) on the level 90-100% 12EFGS conference Vienna November 10-12 2015

13 Who conducted the process for data pairing? 13EFGS conference Vienna November 10-12 2015 In 64% cases (18 countries) NSI conducted the process for data pairing without outside help. Three countries conducted the process for data pairing by NSI cooperating with map and cadastral agencies.

16 Conclusions Strong development in recent years in many countries! Current situation regarding existence of data to spatialize statistics is better than we expected Address locations, buildings/dwellings and cadastral parcels are considered ”core data” for spatializing statistics Problems in the institutional sphere: scarce resources, lack of knowledge and poor cooperation between institutions Problems in the technical sphere: inconsistencies in geospatial and statistical information restricting geocoding 16 EFGS conference Vienna November 10-12 2015
