Audit findings Audit findings-The department was qualified Areas of concern: Commitments; Accruals and tangible Assets The need to put proper systems and controls Improve on record keeping Accountability-Anyone contributing towards a qualification will be held accountable Process on commitments for RBIG has already commenced- Spreadsheet has been sent out to the regions Need to include all other programs ACIP/MWIG/WSOS Alignment of our business processes with the MFMA

KZN- a special meeting to be arranged with finance and the RBIG programme manager to deal with historical issues-date to be confirmed ASAP

Land Matters All land matters will no longer be dealt by PSPS but by the land matters unit within DWS Land will be registered in the municipal asset( with the help of the state attorney)- It is first registered in the DWS asset register and the transfer it to the “new owner” Compensation of the tribal land-involve Rural development Compensation of the loss of the land- Payment goes to the tribal authority and not the chief Compensation of individuals Forward planning is required

Legal Matters Historical Funding agreements signed in KZN do not specify that the municipality is the IA-those should be rectified Letters of offer and acceptance Terms of reference are fully incorporated into the contract Clear deliverables and methods of payment together with time frames Role of project managers critical in ensuring that the department pays according to the deliverables There is unprecedented high cases against the department and some could have been avoided if we responded to the letters of demands and queries from clients Adherence to PAIA and PAJA

Technical Support Promote value for money and offer technical advise and support Some technical solutions are over-designed-DWS should approve these in-house Regions will technically appraise, confirm and approve the business plans Establishment of the TAC-where a committee already exist tweak the as per the ToR (from Ronald) If additional work is done-an addendum/ revision of the BP is required Better supervision on construction work done

Monitoring and Evaluation Alignment of National AND Regional Business plans Check the accuracy and credibility of the information Outdated documents Ground toothing exercise-site inspection to verify work done Projects under construction-progress reports/minutes of the meeting should be produced

Regional Reports EC: The issue of Kouga supply chain needs a Tax clearance certificate before processing invoices Supply chain confirmed that this was a requirement from NT and has to be complied to
