How does a bill become law? Bill: A proposed law Law: System (set) of rules of a government/town Congress: The law making branch of government

Review/Steps (steps are same for both Senate and HOUSE!!!) 1. Proposal: Representative writes up a bill and gets support 2. Introduction: Assigned a number and sent to committee for close review (marked up and rewritten if necessary)

Steps 3. The Report: Ok’d by committee: sent to the House for debate 4. Floor Debate: All reps get a chance to read the bill, changes are made if necessary

Steps 5. The Vote: Changes made, then read again. Here they vote yes, no, present (no vote) 6. The Delivery: Bill arrives at the Senate and goes through the SAME process as in the House

7. To the President!: If both houses approve, it will go to the President to sign. If signed, it becomes a law. If VETOED, it doesn’t. * Congress can override with 2/3 votes ** Only 10% of all bills pass!
