WECC-0101 Generator Validation Conversion Regional Variance to NERC MOD-026-1 and MOD-027-1 – Lower threshold for applicability Ballot window was scheduled to close October 8, 2015 – Did not reach quorum – Ballot window extended to October 22, 2015 2 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0101 MOD-026-2 3 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0101 MOD-027-2 4 W ESTERN E LECTRICITY C OORDINATING C OUNCIL Quorum at 63.5%

WECC-0111 Retire TOP-007-WECC-1a Proposal to Retire the Standard Ballot window was scheduled to close October 8, 2015 – Did not reach quorum – Ballot window extended to October 22, 2015 5 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0100 TPL-001-WECC-CRT System Validation Criterion Drafting team struggling – FIDVR – Many industry comments (good thing!) PCC agenda topic – Straw poll Criterion or Guideline Acceptable Performance or Acceptable Impacts on others Drafting Team meets this week 7 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0113 Retire WECC Regional Variances to NERC FAC Standards Proposal to Retire WECC Regional Variances to FAC-010-2.1 and FAC-011-2 – System Operating Limits Methodology – Existing Variances identify additional outages that must be considered when developing SOL Methodologies in the West Posting for comment includes a crosswalk of where the current variances are addressed in other NERC Reliability Standards 8 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0113 Retire WECC Regional Variances to NERC FAC Standards NERC Periodic Review Team for FAC standards announced in a recent webinar that they are proposing retirement of FAC- 010-2.1 9 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0114 BAL-002-WECC-2 Request for Interpretation Requirement R1 includes language identifying allowable types of Contingency Reserve Requirement R2 requires one half of the Contingency Reserve required by R1 to be Operating Reserve – Spinning Request for clarification on the definition of “Operating Reserve – Spinning” in R2 10 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0114 BAL-002-WECC-2 Request for Interpretation Proposed Interpretation clarifies that the allowable types of Contingency Reserves identified in R1 are also acceptable for R2 – The Interpretation quotes language from several FERC Orders Interpretation was approved by the Ballot Pool Positive comments received during NERC posting On hold pending outcome of WECC-0115 11 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 The SAR submitter claims that BAL-002-WECC- 2, R2 is redundant with NERC BAL-003-1, R1 BAL-002-WECC-2, R2 requires that at least half the minimum Contingency Reserve required in R1, be Operating Reserve – Spinning” – That is immediately and automatically responsive to frequency deviations – Capable of fully responding within ten minutes 12 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 BAL-003-1, R3 requires an annual Frequency Response Measure (FRM) that is equal to or more negative than its Frequency Response Obligation (FRO) to ensure that sufficient Frequency Response is provided … 13 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0115 Retire BAL-002-WECC-2, Requirement R2 Summary: – BAL-002-WECC-2, R2 specifies the quantity of contingency reserves that must be frequency responsive – BAL-003-1 requires a specific Frequency Response Measure Some have argued that these are not the same requirement – BAL-002-WECC-2, R2 must be available within 10 minutes – BAL-003-1 Frequency Response is 20-52 seconds 14 W ESTERN E LECTRICITY C OORDINATING C OUNCIL

WECC-0116 PRC-006-WECC-CRT-1 Change in Periodicity The current version of the criterion requires an annual validation of the WECC Off-Nominal Frequency Load Shedding and Restoration Plan It is currently taking approximately 18 months to complete each validation The SAR is to change the periodicity of the validation to every two years – Current NERC standard requires validation once every five years 15 W ESTERN E LECTRICITY C OORDINATING C OUNCIL
