1 Activity 51 ~ The Debate! What sorts of problems and challenges does freedom create for an individual? Minimum four (4) sentences Read and take notes starting at "The Debate in Congress" on page 132 and stopping at the end of the section on page 133.

2 Activity 51 ~ The Debate! Objective: Summarize the debate in Congress over the Bill of Rights Describe how the Bill of Rights became part of the Constitution

3 Activity 51 ~ The Debate! A peek into the future -- all thirteen states will be ratifying the Constitution in the spring of 1790 The amendment process begins in June 1789

4 Activity 51 ~ The Debate! James Madison --- The A of C did not adequately protect the rights of the citizens // By proposing a B of R, Congress would be responding to the people and earning their trust

5 Activity 51 ~ The Debate! Why would a newly elected government be impatient about passing new laws? They felt that the importance of passing laws to start governing was more important at the time than proposing a bill of rights.

9 Activity 51 ~ The Debate! Two amendments failed --- Why? 1) Proposals to enlarge the size of the HR Government was getting too big 2) To limit when Congress might raise its salaries They might raise their salaries when they feel like it.

10 When did the states officially ratify the ten amendments? December 15, 1791 the states ratified the ten amendments - protecting the rights of citizens Activity 51 ~ The Debate!

11 "Work It Out" If you had been a member of Congress in 1789, which would you have considered more important: getting the new government organized or proposing a bill of rights? Explain Minimum five (5) sentences.
