Division 1 – General Requirements ACT 380 1

Objective O Learn to write Division 1 sections in a manner that governs but does not limit the content of other sections O Learn to recognize the kinds of information that should be specified in Division 1, and to coordinate it’s use throughout the Project Manual without duplication or conflict 2

“General” Defined O The word “general” means “involving, applicable to, or affecting the whole” O Including “general” information in this division avoids having to repeat throughout the specifications 3

General Requirements Specify: O Administrative and Procedural – relating to the process of contract administration, assigning contract responsibilities, and the methods of communicating, verifying, and coordinating requirements for quality assurance O Temporary Facilities and Controls – put into place for use only during the period of construction (will be removed when no longer needed for construction operations) O See page 7.33; fig 7.3-C for Sections 4

Hierarchy General Conditions (very broad) Division 1 General Requirements (expand GC- but are broad enough to apply to all specifications) Part 1 General 5 See page 5.44 – Fig 5.6-C

Hierarchy Application Example O General Conditions – establish that testing may be required O Division 1 – specifies broad administrative and procedural requirements for testing laboratory requirements (who selects lab, who pays for what services, qualifications of testing lab, submittals of reports, and contractor’s responsibilities for cooperation O Part 1- General of each Specification – expand on the tests to be performed, number of tests to be done, and other details related to the work or products in that section 6

Division 1 Relationship O For overview see page 5.40; fig 5.6-A O The slides to follow will look at individual relationships with: O Bidding Requirements O Conditions of the Contract O Divisions 2 -49 O Drawings 7

Div1 & Conditions of the Contract (CoC) –see page 5.46 O CoC – are an inherent part of the Agreement, govern the content of the entire contract, contain contractual principles applicable to most projects O Div 1 – is an inherent part of the specifications, administratively governs the specification sections, contain specifics directly applicable to a particular project 8

Div 1 & Divisions 2-16 O The CoC are legal provisions which relate to the entire project (e.g., Contractor shall pay for testing) O Div 1 – general work which relates to entire project (e.g., Use independent testing agency) O Divs 2-49 – specific requirements relating to a specific product or system (e.g., Test for water and air infiltrations) 9

Div 1 & Drawings O Drawings graphically define certain Division 1 subjects, including scope of work and related work which may or may not be part of the contract O Other parts of the work requiring close coordination between the drawings and Div 1 include: O Use of the site O Owner occupancy of the building during construction O Phased construction O Multiple prime contract construction 10
