7 Market Demand Demonstrates a Decreasing Demand for Small Boat Slips These materials have been provided to the Coastal Commission Staff Market trends and recent studies for new and redeveloped marinas, including the Marina del Rey Slip Sizing Study, prepared by Noble Consultants, Inc., demonstrate: – An increase in demand for boat slips to accommodate larger vessels – A decrease in demand for smaller sized slips – An increase in the rate of dry-docking of smaller boats

8 Marina del Rey Boat Slip Vacancy Rates Are Historically Highest for Small Boat Slips These materials have been provided to the Coastal Commission Staff Based on vacancy rate data provided by the Los Angeles County Department of Beaches and Harbors for the years 2003 through 2008, the Marina del Rey Slip Sizing Study found the following average vacancy rates for four slip length categories: Slip Length CategoryVacancy Rates 18 – 25 feet4 – 8% 26 – 35 feet2 – 4% 36 – 50 feet0.5 – 2% Over 50 feet0.5 – 2%

12 The Project Addresses Concerns Regarding Small Boat Slip Availability and Enhances Lower Cost Recreational Boating Opportunities Bay Club Marina – Proposed Percentage of Small Boats: 70% ≤ 35 Feet These materials have been provided to the Coastal Commission Staff Increases the number of slips <30 feet from 14 to 21, including 13 new slips <25 feet that do not currently exist at the Marina Maintains the existing slip length, from 34.47 feet to 34.73 feet, which is significantly less than the not-to-exceed number of 44 feet recommended by the Marina del Rey Slip Sizing Study

13 Special Condition No. 1: Low Cost Boating Payment These materials have been provided to the Coastal Commission Staff NF Marina will fund a program to enhance lower cost boating opportunities in an amount equivalent to the financial value of one 30-foot boat slip for every 100 slips greater than 30 feet in length Special Condition No. 1 further enhances lower cost recreational boating opportunities

14 The Project Provides Public Access The Marina’s boat slips are available to the public on a for- lease basis A public waterfront pedestrian promenade is available for public use and enjoyment On-site parking for Marina lessees has been maintained and meets County and LCP marina parking requirements These materials have been provided to the Coastal Commission Staff

15 NF Marina Will Enhance the Public Waterfront Pedestrian Promenade Adjacent to the Marina for the Public Use and Enjoyment These materials have been provided to the Coastal Commission Staff

16 The Project Improves Water Quality A new sewage pumpout system that allows for in-slip sewage pumpout for all boats in the Marina Silt curtains during construction contain the spread of turbid water Incorporates BMPs and complies with County NPDES permit discharge requirements Implements a Water Quality Management Plan These materials have been provided to the Coastal Commission Staff

17 The Project Site Does Not Contain Environmentally Sensitive Habitat Areas or Any Species of Biological or Economic Significance No eelgrass, actively nesting birds, or other sensitive biological resources were encountered within or adjacent to the Project site as part of Biological Resource Surveys Pre-construction and post-project mitigation will confirm that the Project will not adversely affect eelgrass beds Pre-construction nesting bird surveys and mitigation measures will protect sensitive bird species No pile driving will occur during least tern nesting and foraging season Photograph of Dive Survey Operations These materials have been provided to the Coastal Commission Staff

18 Project Construction Will Have Minimal Impacts to Boaters Marina reconstruction is anticipated to occur in three phases over two years – Each phase will take approximately six months – Each phase will consist of removal and reconstruction of approximately one-third of the Marina to minimize boater displacement Boaters will have an opportunity to relocate to other available slips within the Marina These materials have been provided to the Coastal Commission Staff

19 The Applicants Support Staff’s Recommendation that the Commission Approve the CDP for the Project The Project addresses concerns regarding small boat slip availability by increasing the number of slips <30 feet from 14 to 21, including 13 new slips <25 feet that do not currently exist at the Marina The low cost boating payment further enhances lower cost recreational boating opportunities Improves water quality No environmentally sensitive habitat areas or any species of biological or economic significance These materials have been provided to the Coastal Commission Staff
