NAISA - Current Monitoring Language EARLY DETECTION AND MONITORING (1) General language: The NIS Task Force shall develop and promulgate: - Sampling plan; geographic plan; and budget - Support national system of ecological surveys - Rapidly detect recently established AIS in U.S. waters

NAISA - Current Monitoring Language (2) Content: PROTOCOLS, PLAN AND BUDGET SHALL (MINIMUM): Address diversity of aquatic ecosystems (inland & coastal); Encourage state, local, port & tribal participation in monitoring; Balance scientific rigor with practicability, timeliness, and breadth of sampling activity;

NAISA - Current Monitoring Language (2) Content: PROTOCOLS, PLAN AND BUDGET SHALL (MINIMUM): Consider pathways and/or organisms identified under section 1210; Include a capacity to evaluate the impacts of permitted importations; and Include clear lines of communication with appropriate Federal, State, and regional rapid response authorities.

NAISA - Current Monitoring Language (3) Implementation: Not later than 3 years after enactment of NAISA: USFWS, NOAA, and EPA, in consultation with the National Invasive Species Council and other agencies Implement National system of ecological surveys – Carried out in cooperation with state, local, port, tribal authorities and other nonfederal entities (e.g. colleges and universities) – Based on the protocols, plan, and budget published under subsection (a)(1) and any public comment

NAISA - Current Monitoring Language Dispersal Barriers: Secretary of Interior shall establish interbasin and intrabasin monitoring program (and issued biennial reports) to: -Track AIS moving through Chicago River Ship and Sanitary Canal … other interbasin waterways, and major river systems as recommended by regional panels; - Assess the efficacy of dispersal barriers and other prevention measures; and - Identify waters suitable for dispersal barrier demonstration projects …
