2 Moving West Virginia Forward! GOAL: Establish and implement sector strategies through a regional system that addresses the current and emerging skills gaps in the economy that are critical to maximizing economic opportunities occurring in the state. West Virginia Community and Technical College System has been given the lead role through the West Virginia Workforce Planning Council, chaired by Governor Earl Ray Tomblin, to implement West Virginia’s Sector Strategy Policy.

4 STRATEGY: Build upon the eight regional Community & Technical College/Career Technical Education Consortia Planning Districts (established in 18B-3C-4 of the WV State Code).

5 Moving West Virginia Forward! Current Consortia Members: Community and Technical College Presidents Career and Technical Education Centers Baccalaureate institutions offering associate degrees

6 Moving West Virginia Forward! Additional Partners for Economic Development and Sector Strategy Members: Local Workforce Investment Boards/One Stops/Workforce WV Local Economic Development Offices/Authorities Regional Existing Industry Representatives/West Virginia Development Office Department of Health and Human Resources Local Colleges/Universities Organized Labor Industry/Business in the region Other community organizations defined regionally Veterans/National Guard

9 Why Industry Sector Strategy? Breaks down barriers and silos in the region. Encourages and strengthens long term relationships among regional partners. Facilitates continual dialogue between the college, regional partners and business sector. Builds consensus for focused investments in programs both short term and long term. Encourages placement of students/employees in targeted programs where there is employment and emerging careers.

10 Moving West Virginia Forward! Regional Implementation: President of the region’s Community and Technical College will convene each meeting. Vice President/Director of Workforce Development will be facilitator with assistance from institution’s Grant Manager/Transformational Leader. Director of Workforce and Economic Development at the State CTCS Office will work closely with the colleges and groups such as the West Virginia Development Office, West Virginia Manufacturers Association, IOGA, WVONGA, Chemical Alliance Zone, Polymer Alliance Zone, West Virginia Chamber of Commerce and other state trade associations to ensure proper representation regionally.

11 Moving West Virginia Forward! Timeline: Sector strategy program review with Presidents on December 17th, 2014. Organize regional committee membership and hold first meeting no later than the First Quarter of 2015. Meetings are to take place at least quarterly.
