4 New, two year targets were approved by the SBE at their November 2010 meeting.  Compliance indicators were approved at the 100% or 0% level per OSEP requirements.  Performance Indicators held at 2010-11 level pending additional analysis and statewide input.

6 Indicator 4B requires a determination that a district has: (a)a significant discrepancy, by race or ethnicity, in the rates of suspensions and expulsions of greater than 10 days in a school year of children with IEPs; and (b)policies, procedures or practices that contribute to the significant discrepancy and do not comply with requirements. New statewide data will be reported in the table below:

7 JACK O’CONNELL State Superintendent of Public Instruction In the FFY 2008 (2008-09), the OSEP changed the definition for Indicator 13 (Secondary Transition) from: Percent of youth aged 16 and above with an IEP that includes coordinated, measurable, annual IEP goals and transition services that will reasonably enable the student to meet the post-secondary goals. to: Percent of youth with IEPs aged 16 and above with an IEP that includes appropriate measurable postsecondary goals that are annually updated and based upon an age appropriate transition assessment, transition services, including courses of study, that will reasonably enable the student to meet those postsecondary goals, and annual IEP goals related to the student’s transition services needs. There also must be evidence that the student was invited to the IEP Team meeting where transition services are to be discussed and evidence that, if appropriate, a representative of any participating agency was invited to the IEP Team meeting with the prior consent of the parent or student who has reached the age of majority.

9 JACK O’CONNELL State Superintendent of Public Instruction Indicator 14 (Post School Outcomes) was revised by the OSEP in 2008-09. As a result, data were not collected for that year nor reported in the SPP due February 1, 2010. States were instructed to collect data by September 2010 on students who left school during 2008-2009. Baseline data will be recorded in the table, below:

12 Important Notes Calculations have been significantly delayed due to: –Certification of 2009-10 CALPADS ethnicity data (affects calculation of Indicators 4B, 9 and 10 and delays review of policies, procedures and practices –Certification of 2008-09 Graduation and Dropout Data in CALPADS (affects calculation of Indicators 1 and 2) –OSEP guidance regarding acceptable methods for calculating disproportionality (affects indicators 4B and 10).
