DEVELOPMENT OF THE WCO COUNTRY COOPERATION STRATEGY Presentation to the DPGH Meeting Irish Aid 1 st April, 2015

WHAT IS CCS WHO’s key instrument to guide its work at country level equivalent to Country Program Document for other UN Agencies It is a medium-term vision for WHO’s technical cooperation with a given Member State, in support of the country's National Health Policy, Strategy or Plan (NHPHP) It is the strategic basis for the elaboration of the Biennial Country Programme Budget It is the main instrument for harmonizing WHO cooperation in countries with that of other UN Agencies and Development Partners Must be based on national strategic planning documents

CRITICAL ANALYSIS OF THE SITUATION The health and development situation The country health policies, strategies and plans WHO, other UN organizations and DPs contributions Main achievements, areas requiring strengthening and gaps.

FORMULATION OF CCS STRATEGIC AGENDA Identification of strategic priorities and country outcomes for WHO’s cooperation with the country that: are jointly agreed with national authorities support the country health policies, strategies or plans (HSSPIV and BRN)

FINALIZATION OF THE CCS The draft CCS will be shared with national authorities and other stakeholders in the country, AFRO and HQ for feedback and comments and the CCS document finalized

THE DPGH ASSESSMENT OF COOPERATION IN THE HEALTH SECTOR Whether existing partnership platforms are in compliance with JAST, Paris and Busan principles of aid effectiveness How partnership platforms and mechanisms help avoid duplication, filling critical gaps and foster coherence and cooperation Extent to which partners use and reinforce national systems Mechanisms for monitoring and assessment of partnership and development cooperation and progress made over the years on alignment and harmonization

THE DPGH ASSESSMENT OF THE ROLE OF WHO WHOs role in supporting the Government in effective coordination and monitoring of development cooperation WHOs role in cooperation platforms in compliance with JAST, Paris and Busan principles of aid effectiveness What do you consider as WHOs added-value and comparative advantage over other DPs.
