Visual 6.10 CERT Mobilization  Each community is responsible to develop a standard operating procedure (SOP) for CERT mobilization.  First of all: family is first, then neighbors.  The first arriving CERT member at a designated staging area becomes the initial IC.  The IC will prioritize actions on gathered intelligence from arriving CERT members
