USED Vision  Put the use of performance data at the core of decision and policy making in education  Reduce the burden of duplicative collections historically put on SEAs and districts  Streamline the data collected by USED  Improve the quality of educational data at all levels  Provide resources and technical assistance to help improve state capability

Performance Based Data at ED: Recent History  PBDMI  The Performance Based Data Management Initiative (PBDMI) began in 2003 with the challenge of building a central repository and unified supply chain for USDOE’s K-12 educational data  EDEN:  PBDMI Created the Educational Data Exchange Network (EDEN):  Functional system used to collect data from all states  Collection began with 2003-2004 school year  2005-2006 collection will begin in January  EDFacts:  The way ED utilizes data  Analysis and Reporting tools for data across programs  Available to all states on the data they submit

Benefits of EDFacts  For States:  Consolidated data submission to ED  Common format and process to submit required data  Access to analysis and reporting tools used by ED  Put performance data at the core of decision and policy making in education  For ED:  Put performance data at the core of decision and policy making in education  Enables analysis across program offices  Unifies data collection efforts  Enables discussions around common data definitions  Makes data usable to all programs within ED  Reduces cost of data collection efforts (over long term)

Programs Worked with OSEP to identify the collections with quickest transitions  Identified 4 annually reported tables  Developed process to ensure data quality  Utilized “double” submissions from prior years  Only states submitting a complete file are considered  Established thresholds for clearance to submit via EDEN  All states with enough data, but not meeting thresholds were contacted  Dialog to resolve issues:  SEA EDEN Coordinator  SEA OSEP Coordinator  ED EDEN Representatives  ED OSEP Data Analysts

Report EDFacts Collection of CSPR Currently in design phase Will be ready for February 2006 collection Web-based form with a Turbo Tax look and feel Selected data will be pre-populated from EDFacts Text from other applications/can be copied and pasted to the Web based form Multiple users allowed within a state

Web based form will be indexed by Title program for quick access to relevant sections States will be able to submit partial information Program will save information but not transmit to ED until officially submitted States can submit revisions through EDFacts
