3.  Sets standards for fuels and technology that can be met cost-effectively.  Promotes use of clean low sulfur coal and natural gas  Suggests innovative technologies to clean high sulfur coal to prevent acid rain.  Reduces energy waste  Creates a better market for clean fuels derived from grain and natural gas in order to cut dependency on oil imports by one million barrels per day.  Promotes energy conservation.
