Digital Data Collections ARL, CNI, CLIR, and DLF Forum October 28, 2005 Washington DC Chris Greer Program Director National Science Foundation

Vision: A culture that values digital information A culture of science and education in which it is routinely expected that digital information can be readily found and understood through its presence in digital collections where it is reliably preserved and appropriately protected.

Vision: A digital data collections system that enables that culture A system of digital data collections that is as robust as that that exists now for preservation of information in the print realm.

LLDDC Report: Goals Provide a framework for analysis; serve as a starting point for discussions with the community and with other agencies (both national and international)Provide a framework for analysis; serve as a starting point for discussions with the community and with other agencies (both national and international) Identify the major policy issues for consideration by NSF and the communityIdentify the major policy issues for consideration by NSF and the community

Framework for Analysis 1. Policy should be informed by a clear vision of the needs and responsibilities of the participants in the “data collections universe” DataAuthors DataManagers DataUsers SupportingAgencies

Framework for Analysis 2. The phrase “data collections” refers to a dynamic, heterogeneous community system Research Collections: Project levelResearch Collections: Project level Resource Collections: Community levelResource Collections: Community level Reference Collections: GlobalReference Collections: Global Informed policy should recognize and build on the existing structure of the DC universe

Summary of Recommendations: Management of digital collections portfolio Community-proxy functions of the collections Data management plans in proposals Education and training for broad use Career path for data scientists

NSF Cyberinfrastructure Initiative

 Grids of computational centers  Comprehensive libraries of digital objects  Multidisciplinary, well-curated federated data collections  Online instruments and sensor arrays  Software toolkits for resource discovery  Modeling, and interactive visualization  The ability to collaborate with physically distributed teams of people using all of these capabilities.
