April 23, 2008 Core Purpose: Electronic Certified Payroll Highest Goal: –To create a user-friendly system that allows for high efficiency and effectiveness while still adhering to the Department of Labor reporting requirements. To Improve: –Compliance Metrics Ensure timely (weekly) CP submissions Ensure Prime contractors are reviewing sub contractors records –Labor Intensive Process Eliminate duplication of effort, errors in input Eliminate need for filing, storage, archiving of hardcopy documents Eliminate manual tracking (receipt by primes and sub contractors) –Safety Metrics No delay in recording due to mailing, routing, logging More accurate and timely reporting to DOE

April 23, 2008 Timeline: Electronic Certified Payroll December 2004 –Discussions began about an electronic certified payroll system June 2005 –Started working with Oracle Programmers to design a system –Received input from Procurement, Facilities and DOL January - March 2006 –System was in development phases and testing was being conducted March 2006 –System testing still continued –Formal training was held for contractors to introduce system –Registered contractors for iSupplier Portal April 2006 –Implemented system at 80% (contracts entered into system)

April 23, 2008 Timeline (continued) June 2006 –Implementation at 100% (all line item contracts added) November 2006 –Electronic Certified Payroll won SNL President’s Quality Award- Silver April 2007 –Official Feedback Survey was sent out to contractors –On a scale from 1-5 (lowest to highest satisfaction) Account Setup (ease of registering)- 4 System Functionality- 4 Customer Service- 4 Overall Scoring- 4 based on 87% response rate –A few system enhancements came out of the feedback survey, based on comments and suggestions from the contractors

April 23, 2008 Benefits: Electronic Certified Payroll Web-based portal, users can login anywhere you can access the internet –Utilizes iSupplier Portal web application –Requires companies to register with Sandia via iSupplier Portal Real time access to detailed data Sends out automatic e-mail notifications (late, rejected, audited, etc…) Importing capabilities from contractors Generating reports Audit/Review of CP records (Internal/External (DOL)) –ability to audit on-line –ability to export data and email to auditors
