1 Residential HVAC To-Code Installation Incentive Program WHPA Compliance Committee Working Group Update May 9, 2013

2 Working Group Foundation Setting Two Working Group calls completed; Next call tomorrow 9am – Provided background on objective, other related activities – But some confusion to clear up Too much detail too quickly about related activities; need to simplify and focus more. Some participants, including IOU staff, new to WHPA, and not yet clear on processes Regular day/time of Friday 9am is now set for weekly working group calls, with WHPA Staff (Wendy Worrell) assigned and will use regular WHPA webinar and minute-taking. Timeline – Working Group recommendations to Compliance Committee by mid-June – Compliance Committee recommendations to Exec Committee early July – WHPA recommendations to IOUs in July – All-Stakeholder review of draft IOU plans – late July – IOU updated and final design submitted to CPUC - Sept. 3.

3 Draft “To-Code” Fit into IOU Program Set Fit with Residential Programs Customer Options – All Paths Point to QI and Deeper Savings Good – Start “To-code,” QM foundation to optimize and maintain, future EUC measures and planned replacement with ACCA Standard QI – Easier, lower-cost entry for quality HVAC, deeper savings Better – Start with ACCA Standard QI, QM foundation to maintain, future EUC and planned replacement with QI Best – Start with EUC, including higher-efficiency HVAC and ACCA Standard QI, QM foundation to maintain, additional EUC measures, planned replacement with QI Fit with IOU Codes & Standards’ Compliance Improvement Subprogram Res HVAC “To-Code” Incentive Program – Expected to include some financial incentives, with focus on customer and contractor Compliance Improvement Subprogram – Other code-compliance support efforts
