4 Alternative Water Supply Project

5 July 14, 2004Former DuPont Barksdale Works Project Update5 Pipeline Construction Update Alternative Water Supply n Agreement between Barksdale, Washburn, and DuPont signed on January 28 th – DuPont will build the system – Washburn will operate and maintain the line. n Ordinance adopting agreement was passed by Washburn on March 8 th n All eligible homeowners have signed up for water

7 July 14, 2004Former DuPont Barksdale Works Project Update7 Construction Permits Alternative Water Supply n Permits and approvals required from – WDNR n Approval to build pipeline n Stream crossings n Erosion control – US Army Corps of Engineers n Environmental permit – Bayfield County n Shoreline grading – Department of Transportation n Right-of-way occupancy – City of Washburn n Design approval

8 July 14, 2004Former DuPont Barksdale Works Project Update8 Construction Permits Alternative Water Supply n All permits currently received with the exception of Bayfield County Zoning (permit approved, needs signature) n Washburn follow-up to City Council approval of Water Agreement – Letter officially documents City of Washburn’s acceptance of the Barksdale Water Pipeline design. n Four votes for approval n 2 abstained (new council members) n 1 opposed (new council member)

9 July 14, 2004Former DuPont Barksdale Works Project Update9 Easements Alternative Water Supply n Easement agreements filed for three properties along Bigelow Street (within Washburn City limits) – City of Washburn property – Bayfield County property – One private property

10 July 14, 2004Former DuPont Barksdale Works Project Update10 Pipeline Construction Update Alternative Water Supply n Pipeline design is at 99% – Comments from permitting agencies, Washburn, and bidders have been incorporated – Need feedback from a few individual homeowners for curb stop and lateral line routing n Bid meeting held on May 18 th – Super Excavators – Reuben Johnson and Sons – Summit Environmental – S. J. Lewis – S. R. Weidema n Bidding occurred in June – selected contractor is Rueben Johnson and Sons, Inc. (official contract immanent)

11 July 14, 2004Former DuPont Barksdale Works Project Update11 Pipeline Construction Update Alternative Water Supply n Construction start anticipated for July 26 th pending finalization of contract with Reuben Johnson and Sons, Inc. n Construction completion targeted for end of calendar year 2004, assuming: – No regulatory delays – Outstanding contractor performance (construction and safety) – Favorable weather

12 Other Barksdale Site Work

13 July 14, 2004Former DuPont Barksdale Works Project Update13 Residential Monitoring n April 2004 sampling results (10 potable wells) will be transmitted to WDNR shortly – Preliminary results indicate no detections of site- related compounds n Annual change-out of carbon cylinders was completed in March/April 2004 – Two seasonal homes completed in June n Next sampling event will be conducted in late summer (approximately 82 homes starting on August 23rd)

14 July 14, 2004Former DuPont Barksdale Works Project Update14 Site Investigation n Trenching and further sampling in production areas started May 24 th and completed July 9, 2004. – 33 trenches excavated – 300 pounds of TNT recovered for off-site disposal – Used robotic equipment – Focus was within the former manufacturing area n 10 new monitoring wells will be installed in the summer n Additional groundwater sampling to be conducted in late summer/early fall

20 July 14, 2004Former DuPont Barksdale Works Project Update20 Home Value Protection Program n 30700 Nolander - sold on April 21 st n 72450 Highway 13 – sold on June 10 th n 72410 Highway 13 – purchased on June 29 th – Home is in poor condition – Structural and moisture issues exist – Interior mold issues exist – DuPont is strongly considering removal of the structure n Program will remain in effect until six months after alternative water is available
