TITLE: Inputs to 3GPP2 IMT-Advanced Requirements Discussion TSG-C RECOMMENDATION: Discuss and adopt Nortel grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. Nortel are also willing to grant licenses under such contributor copyrights to third parties on reasonable, non- discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. This document has been prepared by Nortel to assist the development of specifications by 3GPP2. It is proposed to the Committee as a basis for discussion and is not to be construed as a binding proposal on Nortel. 2 Introduction In Calgary meeting, NTAH RSG was formed to address IMT- Advanced requirements for 3GPP2 [1][2] Purpose of the NTAH RSG [2] Determine the requirements for the IMT-Advanced system as set forth in the ITU Determine if the ITU requirements are reasonable for 3GPP2 Determine the requirements for the next generation system for 3GPP2 In this contribution, Nortel Networks provide comments to the ITU-R documents submitted to NTAH [3] and some suggestion to next generation system for 3GPP2

3 Suggested Additional IMT-Advanced Requirements Flexible Bandwidth Scalability To address any potential issues when available bandwidth >20MHz As part of Spectrum capability requirements Multi-Mode System Selection Provide flexible system selection mechanism for different access technologies Advance resource scheduling algorithm For example, Multi-cell joint resource optimization Address high frequency band deployment For example: using relay to reduce cell site density

4 Suggested 3GPP2 Requirements For Network topology, should also consider multi-hop scenario improve cell edge performance Improve asynchronous mode handoff latency (FFS) With current baseline design, the over-the-air signaling plus backhaul interruption time may be in between 28 ms to 38 ms (average to worst) Improve async mode operation. Reduce interruption time to between 15ms and 20ms or better Spectral efficiency and peak data rate: Shall meet ITU spectral efficiency and peak data rate requirements Should provide >= 2 x UMB (current) spectral efficiency and peak data rate Improve cell edge performance (e.g. using relay) Make effort to backward compatible to UMB

5 Questions Beside the mobility classes specified in the draft Attachment 6.8 [3] (i.e., Stationary, Pedestrian, Vehicular (up to 120Km/h) and High speed vehicular (up to 350 Km/h)), how should we classify the use of 4G terminal on the airplane while moving at the speed > 350 Km/h?
