3. ICT For the 'Masses' ● Some believe ICT can allow developing nations to leapfrog intermediate stages in national economic development ● Solve problems like poverty, illiteracy, unemployment, corruption, etc. ● Where is the theoretical grounding? ● Where is the empirical evidence?
