UBW Subcommittee: PCB in 2008 agreed the creation of a subcommittee a.i. to assist in preparation of the UBW for 2010-2011 Composition was representative of PCB although 2 regional groups did not participate (Eastern and Central Europe and Asia) Subcommittee met twice in Geneva Final report to PCB in June 2009 included key observations on the UBW process and 4 recommendations including approval of draft UBW and PMEF Subcommittee members found it a useful forum for: in-depth discussion; provision of inputs; ensuring NGO participation from the outset in UBW preparation 25 th PCB meeting to decide on continuation of subcommittee

Thematic Segments: Creation of thematic segments came from last PCB reform process in 2007 led by Sweden and Thailand 3 thematic segments held so far around Tuberculosis, UNAIDS’ relationship with the Global Fund, and migration The segment objectives, format and theme selection have been managed based on PCB documentation and discussion (21 st meeting) Iterative process of segment refinement based on lessons learned from previous experiences Discussions are generally found to be rich and beneficial to delegates

Report of GTT Group: GTT Oversight Reference Group was established to oversee implementation of the GTT Assessment recommendations Key findings include: Progress in improving coordination of UN supplied Technical Support (TS), establishing quality assurance mechanisms, and enhanced relevance of TS mechanisms. Question remains around change at country level. Encouragement of donors to support joint programming that supports Division of Labour Joint Teams promote dialogue and coordination but less progress in developing Joint Programmes of Support
