Self-Reflections: Strengthening a Federal Property Program through Internal Review Self-Reflections: Strengthening a Federal Property Program through Internal Review Todd Bryson, CPPA Operations Support Specialist, DHS Shawn Elliott, CPPS Logistics Management Specialist, DHS

Learning Outcomes To learn some "best practices" for creating a system of internal review for your property program. To learn how to strengthen your property program through collaboration with other programs. The steps for creating an internal review program that can be put into practice in your organizations.

Different Perspectives, Same Goals Shawn – Field Asset Management Branch, agency-wide responsibilities. Todd – Western Region inventory oversight, 22 field offices, seven districts. Both Shawn and Todd are also involved in their local inventories.

More than Just the Annual Inventory Period A robust property program needs to be introspective and forward reaching. Maintains accountability and data throughout the year. Good property management = Compliance + Consistency.

Learn Before You Leap The first step to creating a system of internal review is to learn as much as you can. How does your organization define accountable property? Are there other types of property beyond “accountable” you need to be aware of? How do the property managers and IT staff communicate? What can you do to improve this relationship?

Build Strength Through Collaboration Try to find other parts of your organization that have similar goals with property management. Take advantage of the IT gateway. Help the Helpdesk! Develop managerial support by providing sound data to decision makers.

Learn, Collaborate, then Review Don’t rely on reports, and always prepare beforehand. Look at the inventory data itself. Is there anything missing? To develop a sound review framework, you must first understand the inventory data.

Insert inventory data Take a Look at this Sample Data. Notice Anything Wrong?

Insert inventory data *Evaluate the Data for Opportunities to Increase Consistency and Accuracy

Some Review Tips Floor to List, List to Floor, Barcode Scanner. Property cards – get individual supervisors involved. By equipment, or percentage. Is 10% enough? Are problems being caused by a lack of training? Create a written checklist.
