6 5 ECDP GOALS AND OBJECTIVES The overarching goal of the program is to maximize the survival and total development of children especially children at-risk and disadvantaged.

7 6 SPECIFIC GOALS 1. Reduce by 40% proportion of underweight children under 6 from baseline value; 2. Increase to 90% of children 12-18 months fully immunized; 3. Implement PEM program in 50% of municipalities in target provinces; 4. Increase to 75% children aged 3 to 5 attending daycare centers; 5. Increase to 90% completion rate for Grade 1 entrants; 6. Improve psychosocial status of children using the ECCD checklist.

15 14 LESSONS LEARNED  Public awareness on ECD services and its advantages is needed to scale up program implementation;  An integrated approach linking up sectoral policies and interventions has better impact;  Change in knowledge, attitude and behavior of service providers is necessary for improved ECD outcomes;

16 15  Institutionalizing ECD through structures and systems will contribute towards sustainability of program;  Responsibility should be given to local government units for policy-making, implementation and financing of interventions;  Conducting social preparation in the community develops a sense of awareness and ownership of the program;

17 16  Building strong partnership/collaboration with local government units, non-government organizations and people's organizations is a necessary ingredient towards sustainability;
